Just wondering if anyone else had this game and was willing to give me a little help?

Bought it today, and it seems to be, well, not living up to what I expected.

It's probably the weakest of the paradox games. I would recommend looking up Wiz's mod, Reign of the Ancients.

Trade, buildings, no populists!

Edit: how familiar are you with paradox games in general?

Yeah, first game i've bought from Paradox.

I can't figure out how to take territories off the barbarians and have them given over to me.

Well, 1st things:
Paradox games are really complex, and war is far different than is most other games. You need to get enough "War Score" by killing enemies, blockading ports, and capturing territories, which you can then cash in at the negotiating table. If is very difficult to annex an entire nation in one go. Beware: the more provinces you annex, the higher your infamy and the more likely other nations will declare war on you!

I dunno if you've gone there already, but the Paradox Forums are very active, and people there WILL help you.

Well, at least for the other games they do. I don't have Rome, so I dunno what THAT sub-forum is like, but it should be roughly the same.
