I remember hearing something a while back about a type of lich that rather than using an object as phylactery, uses a devil instead. I don't remember where I saw that though. Does this seem familiar to anybody else?

You might be thinking of the lichfiend, an undead outsider whose soul is held by their master rather than a phylactery.

This is false. A lichfiend still constructs a phylactery, it is just an outsider with a bunch of spell-like abilities instead of an arcane caster. (see Libris Mortis p.156/157)
