Need help identifying a movie

I am pretty sure its based on something lovecraft, definitely feels like late 80s early 90s.

Female and male police officers crash in a bad neighborhood. Female police officer wakes up to find her partner is missing. She enters some building and a creepy old couple help her out. At the end the creepy old couple turn out to be weird mosquito people that want her baby for some reason and her partner is now a floating brain and his skull is shown all scooped out.

That reads a bit like the premise of Lovecraft's The Whisperer in Darkness; was that short story, perchance, the main inspiration for that movie?
