People comment that spells are the main reason casters are so powerful, and I agree.

Spells are powerful, but which spells should be changed, and how?

Power-wise, let's assume we're going for tier 2-3 in terms of power.

Tier 2 is still gamebreaking. To knock things down from Tier 1 to Tier 2 is simply to limit spells known.

This might be a bit drastic, but it seems to be what you are aiming for ?

Make all Clerics and Druids Spontaneous (as per UA).
Is this enought to make them T2 ?
Might need to ban DMM / Natural Spell or Wildshape ?

Ban Wizards and any other T1s ?
Sorcerors are T2 already.
Remove the really broken spells as well ?
(Polymorph, etc., etc. - actually not all that many perhaps).

Changing casters to spontaneous means you'll have to ban the Dragonsblood Pool magical location. This isn't necessarily a bad idea on its own.
