I want something like the background in Those Enron Boys, by Paul and Storm (http://www.mediafire.com/?oxwgeninv6p7t8n) (This is perfectly legal, due to being under the Creative Commons license.)

That's pretty pedestrian ragtime music. If you're looking for sheet music that would be very similar, you could get this (http://www.amazon.com/Lehrer-Enough-Drawings-Ronald-Searle/dp/0394749308) and modify So Long, Mom (http://www.youtube.com/watch?v=pklr0UD9eSo) to fit whatever your tune's needs are.

(For those who are sadly unfamiliar with Tom Lehrer's awesomeness, his suggestion here was that if we were going to have any patriotic songs to remember World War III, we'd better write them in advance.)

I'm thinking a sound file I can use as a sample for a project.

(Also, yay for Tom Lehrer!)

There are some decent royalty-free silent film score style music pieces over at incompetech.com (http://incompetech.com/m/c/royalty-free/index.html?genre=Silent%20Film%20Score). Maybe one of those will fit your project?

Oh oh oh, I was listening to the lectures of a history of jazz course, and this one which was played was just THE stereotypical silent movie soundtrack. Here, lemme find it...

Not sure if this is what you're looking for, but I'm quite fond of Rhapsody in Blue (http://www.youtube.com/watch?v=1U40xBSz6Dc) by George Gershwin.
