If a Prestige Class, feat etc. lists a BAB or CL as a prerequisite, do you have to fill that prerequisite BEFORE you take the class/feat, or is it enough that you fill it on the same level you take the feat?

For example, the Bear Warrior PrC lists BAB +7 as a prerequisite. Can a Barbarian take it on 7th, or 8th level?

Before. You have to have ALL of the prereqs for the PrC before you take the first level. Since picking what class to level up in is the first thing you do when you level up, and gaining skills, feats, spells, and abilities all happens later, you wouldn't have those features prior to gaining the level.

Bear Warrior would be EARLIEST a Barbarian's 8th level.

For PRCs, you have to meet the requirements before you enter the class. Do you have the +7 BAB before you pick up the level of Bear Warrior? If not, wait a level.

Feats, technically speaking there's a list on P.58 of the PHB that lists the order in which you gain the benefits of your level. Choosing your class is step one. Choosing your feats is step seven. Choosing/applying your class features is the ninth and final step. Practically speaking, though, feat prereqs can be met at the level you gained the feat.
