This thread provides several "templates" for creating interesting adversaries with minimum prep-time. Each one represents a villain concept (classic or unique), partially stated-out and with lots of fluff ideas.

THE MAD WIZARD
This template represents a cackling "mad scientist" wizard, the kind that has an Igor and creates shambling monsters out of spare creature parts.
Mad wizards tend to be accompanied by bodyguards and assistants they summoned or created, traditionally golems but abberitions and undead also work.
When you create a Mad Wizard think of Dr. Frankenstein, Dr. Jeckle/Mr. Hide, and the mad scientists in superhero comics.
CLASS(ES): Wizard, Adept, Expert.
HIGH ABILITY SCORES: Intelligence, Charisma.
LOW ABILITY SCORES: Wisdom, Strength.
SKILLS: Intimidate, Spellcraft, Knowledge (Arcana).
FEATS: Combat Casting, Toughness, Iron Will.
EQUIPMENT: Scrolls, lots of potions, golems, and magic goggles.
OTHER TRAITS: Give Mad Wizards lots of summoning and teleportation spells.

THE BANDIT KING
Bandit Kings are the slippery, deceptive, throat-slitting, gold-toothed, dagger-wielding, backstabbing villains so often used in fantasy media.
They tend to be stealthy and good bluffers but also fairly competent in melee and ranged combat.
When describing Bandit Kings to the players give the lots of facial hair, tattoos, gold teeth, jewelery, and perhaps an eye patch.
CLASS(ES): Rogue, Fighter, Assassin, Ranger.
HIGH ABILITY SCORES: Dexterity, Charisma, sometimes Strength.
LOW ABILITY SCORES: Sometimes Wisdom.
SKILLS: Diplomacy, Hide, Move Silently, Intimidate, Tumble, Climb.
FEATS: Lightning Reflexes, Stealthy, Dodge, Acrobatic, Quick Draw.
EQUIPMENT: Lots of daggers, magical jewelery, gold, and perhaps a few potions or a pet monkey.
OTHER TRAITS: Bandit Kings are shrewd, cunning, vicious, taunting, and arrogant. Work these traits in to their stats and fluff in all possible ways.

THE EVIL WARLORD
Evil Warlords are the spiky-armored, black-caped, spartan, tyrannical military leaders of popular fantasy. Think of General Tarquin and Darth Vader.
When making an Evil Warlord (weather they be a ruthless general or a the king of a tyrannical nation) you can never go too far with spikes, black armor, giant evil-looking swords, roman helms with black crests, and skull-encusted shields.
CLASS(ES): Fighter, Knight (PH2), Cleric.
HIGH ABILITY SCORES: Strength, Constitution, Intelligence.
LOW ABILITY SCORES: Dexterity.
SKILLS: Intimidate, Bluff, Climb, Knowledge (History).
FEATS: Blind Fight, Combat Reflexes, Toughness, Power Attack, Cleave, Weapon Focus, Great Fortitude.
EQUIPMENT: Big badass sword, heavy shield, plate armor, backup weapon, magical helm.
OTHER TRAITS: Evil Warlords are never found alone, always have them have at least 4 minions at hand.
