Shield Master (http://www.d20pfsrd.com/feats/combat-feats/shield-master-combat---final) is a nifty feat. Lets you TWF without penalties on your shield, and use its enhancement bonus as a weapon enhancement. Or... that's the intent. Let's look a little deeper.
First, a minor note. Using armor table enhancement pricing for weapon enhancement is a massive preservation of WBL. In fact, it is exactly half price! Don't get to grab special abilities with that, I don't think, but it does make two-shield a pretty viable combat style.
Actually, it makes two shield an amazing combat style. Look carefully at that first line, the one where it talks about penalties. Now, the intent is pretty obvious--no TWF penalties with the shield (though you still take then with your main weapon, if you're not using the shield as the main or two-shielding).
But that's not what it says. Indeed, it says nothing about any specific kind of penalties whatsoever. Rather, it says one might phrase.
"You do not suffer any penalties"
Yes. You are reading that correctly. You do not suffer any penalties with shield attacks if you have another weapon (like a second shield, to get it on both!) equipped.
I will leave the implications of this up to the reader.
