Basically, it's "collective storytelling" using twitter posts (tweets). You tweet the next line "based on the last visible tweet", and people (I don't know who) judge whether or not your lines are good and acceptable. The best of the batch is added to the story.
The page is more helpful than me, so if you're interested you may as well check it out. Yes, you will have to sign up for Twitter to participate.
