Limitations to Cohorts?

What can and what cannot be a cohort?

If a creature has an intelligence but no ECL or LA can it not be a cohort?

It's up to the DM. If it doesn't have LA or ECL, the DMG "doesn't recommend" using it as a cohort. But it doesn't say anywhere that you can't; the DM just has to determine what the ECL is. (DMG 199-200.)
