Thought I'd ask here, since it doesn't say specifically in the PH. It seems like they could - verbal components don't seem to be limited by type of verbalization, and somatic components don't seem to be limited by appendages.

True?

No, unless the druid has that feat natural spell.

You need the feat natural spell. Take it at level 6.

Most druids end up taking the Natural Spell feat. Being able to cast Long Range spells as an eagle 600ft up in the air is just too useful.
