I know there's the use Improved Spell Capacity feat method, and one could also take the Sublime Chord prestige class, but I'm curious if there's any other way.

Savage Bard -> Ur-Priest.
You never specified the epic spells had to be BARD spells :smallwink:

Technically, Epic Spellcasting simply requires you to be able to cast level 9 spells, so as long as the Bard in question can fake level 9 spells, he can qualify.
E.g. Take Versatile Spellcaster, Heighten Spell, Earth Spell and Sanctum Spell.
Versatile Spellcaster lets you burn two level 6 slots to cast a level 7 spell. Heighten lets you heighten any lower level spell, into said level 7 spell.
Earth Spell lets you count your heightened spell as one step higher, so your level 7 spell is now counts as level 8. Sanctum Spell also increases your spell level by 1 (so long as it is cast within your Sanctum), and putting it all together, now you've faked a level 9 spell, and can qualify for Epic Spellcasting.
Very Feat Hungry Method though.
Edit: Or else see if you can use Heighten Spell and Metamagic Song to fake a level 9 spell directly.
Edit 2: Nope, Metamgic Song says you can't use it to cast spells above your highest level.

Tangent question: Bard spells can't be Silent Spelled and have verbal components. Must epic Bard spells have these same qualities?

Well, you can have one of the most useful bard builds ever:
Bard 1 Sorcerer/Wizard 19.
