Let's say I want to play a very long ranged character, perhaps specializing around 100'-1000' range, what resources are there already available for me to peruse and are there any real guides to "sniper" builds?

Just one note...

Sniper Shot (Spell Compendium pg 194) - Assassin 1, Ranger 1, Sorc/Wiz 1

This swift action spell enables you to make 1 round's worth of sneak attacks regardless of the range to target.

If you go into Mystic Ranger, you can get a much faster spell progression and gain a lot of utility out of using 1st level wands as a Ranger (or Wizard/Sorc with Sword of the Arcane Order).

Isn't there some kind of non-magical arrow called farshot or longshot arrow? I think in Races of the Wild, pehaps?

Swiftwing Arrow, Races of the Wild pg. 164
These arrows are made slightly longer than normal with a small, aerodynamic head and enlarged fletching (the feathers added to the shaft) for extra stability and accuracy on long shots. A swiftwing arrow incurs only half the usual penalty for attacking at range (–1 per range increment rather than the usual –2).
