Rods and Staffs question

So, I was wondering how many rods/staffs you could have active on yourself. I was asking because quite a few seem to effects just for being on your person.

No there is no limit to the amount of Rods and Staffs you can have (as far as the SRD seems to be concerned). A lot of the powers require them to be in your hand though, and they are all quite expensive.
