[3.5] Penetrating Shot Question

Okay, so Penetrating shot says that extra damage from sneak attack or weapon enhancements only apply to one target... but what about something like...

The Arcane Archer's Death Arrow... or an Arrow Of Bone?

Would every target hit be fort save or die?

For the AA's ability, you have to specify a target. Any other living beings hit by the arrow are not that target and would not be subject to the extra effects.

WRT to Arrow of Bone...that's a lot more sticky. The spell says "any living creature struck by...." but if you make a save it deals what I can only call "extra damage", which is explicitly said to not apply to additional targets.

My opinion would be that those effects would not apply to any but the first target as the wording on AoB seems somewhat self-contradicting with regards to how Penetrating shot is written.
