D20 Modern Human bonus Feat

In the D20 Modern Ruleset, since it generally assumes that everybody is human (excluding Robots and Shadowkind) do humans still get a 1st level bonus feat or +4/+1 per level skill points like they do in 3.5 D&D?

The feat, yes.

The skill points, yes and no. (It never explicitly comes out and says it, but all the classes have the extra SP built in. In fact, both D20 future and Urban Arcana say that if you play a non-human, subtract 1 SP/level from what your class gives you.)
