Is there a way that I can get a permanent augmented-to-2-size-shrinkage Compression effect? Would it be possible, for example, to get an item of it?

There's a Ring of Reduction in Lords of Madness, but it's expensive (20000 GP, I think).

There's another way if you can get access to the return to nature spell in the Eberron Campaign Setting:

1) Polymorph yourself into something with the giant type (half-giant should work, duration isn't important)
2) Cast return to nature to permanently reduce your size.
3) Cast it again, until you reach the size you want.
4) Either allow the polymorph to wear off, dispel it, or cast it again to make it permanent.
