Presumably because any such attachment would have to be stored on-site, which would require dedicated memory, and some sort of policing policy, either one or both of which the site administrators are unwilling to do.

To include an attachment, you would need to upload the file to this site. This site would then have to host the file for everyone else to download. This is something we don't want for a multitide of reasons, so attachments have been disabled for all members.

If you wish to share a file, you will need to find an off-site file hosting site, that will allow you to store and share the file in their acceptable use policy, then provide a link to it in one of your posts.
