Scout fills the bill I think; but other than that I don't recall any other.

Complete Adventurer has three: The Ninja, The Scout, and The Spelltheif. The Dragon Compendium has The Jester (Humor-based bard), The Mountebank (beguiling infernal skillmonkey), and The Savant (which is almost entirely skill-based). Player's Handbook 2 has The Beguiler, which quite nicely combines skillmonkeying with illusion/enchantment spells.

Glossing over my books, those are all I can think of at the moment. There are countless homebrew classes on this site as well, I'm sure a few skillmonkeys are in there somewhere.

Edit: Arguably (with emphasis) swordsage (Book of Nine Swords) and Swashbuckler (complete warrior) could also be considered somewhat skill-based.

The Magic of Incarnum classes can do some skillmonkeying using Soulmelds. (At the very least, the Shape Soulmeld feat in the book is great for characters looking to boost their skill points with feats.)

The Expert generic class from UA is also a good skillmonkey. Heck, the Expert from the DMG is decent too.
