Is there a feat that I can take as a copper dragon to make my tail prehensile (so that I could use it to hold a sword and fence with it)?

There's a Prehensile Tail feat on page 38 of savage species that sounds like what you want, although I think it may have been reprinted in a setting specific book more recently.

That would be serpent kingdoms. Essentially, it just requires you to have a tail atack and two-weapon fighting and suddenly you qualify for the feat. Regardless, I don't believe it's met any change between the books, and it is one of the only ways I know to gain a chaacter an extra hand without soulmelds or shapeshifting shenanigans. I have always liked playing dragonblood characters who take Dragon Tail, two-weapon Fighting, and Prehensile Tail in order to triple wield. Oversized two-weapon fighting to make all three of those blades longsword
