Marrulurk, from Sandstorm. Great race for any sneaky-type. That, and you have the naztharune rakshasa (MM III), but it'd likely be better to use the class here (http://www.giantitp.com/forums/showthread.php?t=182724) as opposed to dealing with the ridiculous LA.
All I can think of right now, though I'm sure there's more.

IIRC, Derro (MM1) have sneak attack... Being absolutely insane may be a drawback depending on what you are looking for.

Naztharune Rakshasa, MM3. Absurdly high ECL, but get this: The errata says they gain Sneak Attack as if every single HD they get is a Rogue level. This means their Sneak Attack goes up by one die for every 2 HD no matter what class they take.

True that... but somehow a 7+ ECL my bad, +5 LA with 11 levels of Outsider for a grand total of ECL 16 doesnt seem that fun (I think its around there)

Marrulurk from Sandstorm is all I got off the top of my head.

Yeah, it's definitely unplayable. I'm not sure if it has a Savage progression, though.

Fixed that for you :smallcool:; and AFAIK they don't have a savage progression (they should)

Woah, and I thought having a single level of Swordsage on a Naztharune was crazy. :smalleek: That is absolutely frightening.

Unless I'm blind and someone has already mentioned them, there are also Assassin Devils from Fiendish Codex 2 and I think another devil from the same source.

there is this one race with sneak atk that also grants a +2 to dex when they are harmed but i don't remember what its called. it has four forearms but only two arms, redish, and i believe its an outsider. (its driving me crazy not knowing the name)
