To be fair, the Beguiler race's LA is +0 (co-hort), so it's not exactly a PC race.

Also Jermlaine from MMII are Tiny Fey which get -8 str, +6 dex, -2 con, -2 int, +6 wis and -6 cha. Speed 40 and can use Speak with Animals at will on rats only.

I'm sure there's a template out there that will get them up to +8 dex for +1 LA or less.

Pixie is at the high end of that at +4, but she gets a LOT for that +4.

Pixies As Characters

A pixie character exchanges its 1 HD of fey for its first class level.

Pixie characters possess the following racial traits.

* -4 Strength, +8 Dexterity, +6 Intelligence, +4 Wisdom, +6 Charisma.
* Small size. +1 bonus to Armor Class, +1 bonus on attack rolls, +4 bonus on Hide checks, -4 penalty on grapple checks, lifting and carrying limits ¾ those of Medium characters.
* A pixie’s base land speed is 20 feet. It also has a fly speed of 60 feet (good).
* Low-light vision.
* Skills: Pixies have a +2 racial bonus on Listen, Search, and Spot checks.
* Racial Feats: A pixie receives Dodge and Weapon Finesse as bonus feats.
* +1 natural armor bonus.
* Special Attacks (see above): Spell-like abilities.
* Special Qualities (see above): Damage reduction 10/cold iron, greater invisibility, spell resistance equal to 15 + class levels.
* Automatic Languages: Common, Sylvan. Bonus Languages: Elven, Gnome, Halfling.
* Favored Class: Sorcerer.
* Level adjustment +4 (+6 if the pixie can use irresistible dance).

Hengeyokai in Sparrow form (Oriental Adventures) has a Dex of 24.

Muckdweller (Serpent Kingdoms) has a Dex modifier of +6. You could add half-fey for another Dex +2.

Probably playing a Dexterity based character. A player of mine used a Petal to qualify for a prestige class that allowed her to use Dexterity for melee attacks AND damage. That, combined with Dervish prestige class made her pretty nasty and almost impossible to hit with her super huge armor class.

I seem to recall petals being tiny sized, which means they provoke an attack of opportunity every time they attack.

Typically they do, but she took a feat (I think it was confound the big folk or underfighting) that allowed her to avoid attacks of opportunity as long as she was in the same square as another creature that was at least 2 size categories than her.

It's been several years since I played with her, so I don't recall all the specifics. Lets just say that at level 20 she could do a full move with a full attack, avoid all attacks of opportunity, and she would roll 1d2+72 for damage with a crit range of 15-20/x4. That much I do remember.

Not true. If you have a reach of 0 ft., you must simply move into the same square as your opponent, which usually provokes an AoO.

Uh, that's what I said. I just skipped two details. (Tiny creatures have a reacon of 0ft, and moving into the same square as your opponent provokes an AOO.)
