Is there a good way to get it? I have a new player wanting that.

This is the best way to get it, since Dreadful Wrath doesn't have a HD requirement. However, it only triggers on a charge, full attack, or casting an offensive spell (won't work for standard attacks, AoOs, etc.).

Frightful Presence (Draconomicon) requires Cha 15, Intimidate 9 ranks. Triggers on any attack or charge, but only affects creatures within 30' with less HD than you.

Draconic Presence (Races of the Dragon) requires Draconic Heritage, Sorcerer 1st (or Dragontouched). Triggers whenever you cast a spell, only affects creatures within 10' with less HD than you.

There's also a draconic graft, Frightful Crest (Races of the Dragon p. 128), that's more powerful: triggers on any attack or charge, range 30', less HD = panicked, equal or more HD = shaken. It's considerably more expensive, though: 28000 GP, -6 HP.
