The off hand is, the primary hand is a one handed weapon, so its up to the DM.

I don't think there are, but I might be wrong. Any reason in particular you want a double weapon?

Ok, once again Races of the Wild comes through with all my finessable weapon needs with the lynxpaw. Finessable double weapon that actually makes sense to boot! Chain weapon with a blade on one end and a spiky ball on the other.

edit- because I am playing a dragon, which doesn't get weapon proficiencies, so I am using master's touch when I have to fight in humanoid form.

Quarterstaff might be; afterall they can be flurried by monks.

If you take 5 levels in the Master of Chains PrC in Sword and Fist, you can wiels a Spiked chain as a double weapon. The Spiked Chain is always finesse-able as a feature of the weapon.

There's nothing unbalancing about it at all. Double weapons are the same as TWF with a one handed and a light weapon. Drop the damage down one die (e.g., d6=>d4) on one end, allow both to be light and bam now there's no difference between the double weapon and 2 light weapons. For fluff say the weapon's smaller than normal.

According to this reference sheet I downloaded from the now defunct devinweb...

Oriental Adventures: Chain, 1d6/20x2 + 1d6/20x2, Bludgeoning
Savage Species: Chain Lash. 1d6/20x2 + 1d6/20x2, Bludgeoning
Oriental Adventures: Kawanaga. 1d3/20x2 + 1d3/20x2, Slashing or Piercing, also a grappling hook
Oriental Adventures: Kusari-Gama. 1d6/20x2 + 1d4/20x2, Slashing & Bludgeoning
Races of the Wild: Lynxpaw. You know of this.

In short, check Oriental Adventures. It has all the goods. Although the lynxpaw is probably the most optimal.
