I have a couple questions about Penalties to abilities scores gained from Conditions such as Exhaustion (http://www.d20srd.org/srd/conditionSummary.htm#exhausted). (-6 to STR and DEX)

Question 1:If the penalty is enough to reduce an ability score, STR for example, to 0 would they become paralyzed like ability damage.

Example 1:. A Character has a strength score of exactly 6 and fails a save against a ray of exhaustion.

Question 2(and possibly 3): Does It behave differently if the condition on its own isn't enough to reduce it to 0, but in addition to the condition the victim has ability damage(or drain) to make the new score with penalty to 0?

Example 2(3?): A Character has a strength score of 10 and currently suffering from 4 Strength damage(or drain) fails a save against a ray of exhaustion.

As far as I can recall penalties either can't reduce something to 0 on their own, stopping at 1 or certain/most forms of applying penalties have it called out explicitly that they can't reduce a stat to 0 via penalty. Now, penalties then having damage stacked on top of them is almost unanimously agreed to work even when the penalties are unable to reduce a stat below 1.

But I don't have the rules compendium so I can't check there and the SRD basically just leaves ability score penalties (http://www.d20srd.org/srd/specialAbilities.htm#abilityScoreLoss) up to the individual abilities that inflict the penalties. Unless I've managed to fail my Knowledge: da rules check to the point of not being able to look it up properly.
