Search function is your friend. There's multiple base classes floating around on these forums, most of which go by engineer or something similar. For one not residing in the immediate vicinity, there's the gadgeteer (http://www.dnd-wiki.org/wiki/Gadgeteer_(3.5e_Class)), by Koumei.

The search function here isn't exactly very powerful, so it's less precision and more perseverance. Here are a few more from the first four pages the search turned up (of 18) using the keyword engineer within the Homebrew Design forum:
