Give a reason if possible, or if there is an easy way around arcane or divine casting requirements, please say so.

The prerequisites explicitly say infusions qualify, so yes, Artificers can get in. What did you think that line in the prereqs was about?

The thing is the prereqs say able to cast 4th level arcane or divine spells, not 4th level spells. Does that make a difference?

No, it says 3rd-level arcane spells or infusions.

Do you mean the Magic of Eberron, Alchemist Savant.
I am away from books but yes, I have to agree that I remember it being open to artificers.
I'd go so far as to say it was designed FOR artificers as Eberron material.

Then no, I probably wouldn't. Infusions don't qualify for spell levels, and besides Alchemist Savant already exists for that purpose anyway. Does a character really get that much from having both?

Ah true. I had forgotten that Alchemist Savant doesn't do that.
