Basically, does taking a class permanently add its skills to your list, or just for the levels you're in the class?

Yes; but only for max ranks, if you took a level in say ranger you would always have Survival as a class skill for the purpose of max ranks (IE character level + 3) but if you took levels in... wizard you would have to buy them at a 2:1 rate in your wizards level.

somewhat counter-intuitive in my opinion...

The system is ballanced, otherwise everyone would multiclass into Rouge into order to get most of the skills as class skills.

Fixed that for you.

This is what makes Able Learner such a good feat...effectively, every class skill you ever had becomes a class skill forever (on a 1:1 ratio).

Yes for max ranks no for skill points spent per rank.

Indeed. Heck, even your cross class skills are still 1:1, but your max ranks suffers the normal cap (level+3)/2.

No. They're cross-class skills.

Your max ranks for a skill are based on whether you have a single level in a class with that skill as a class skill. That doesn't make it a class skill for every class.

Think about it this way:
If the max ranks were to change when you multiclass then a Ranger with who took a level Wizard might have to somehow lose ranks in Survival (because his maximum is now lower).
And that makes little sense.
