I have a question.

Raptorans get wings and a glide ability. Dragonborn can get the same thing. So if you have a dragonborn raptoran, then do they stack to get a fly speed sooner, effectively letting the dragonborn buff bump the raptoran buff up one level? Or do I just take the better of the two?

D&D usually overlaps unless specifically stating otherwise. My best guess is taking the better of the two.

Of course being a dragonborn raptorian will allow you to have wings and a breath weapon.

Raptoran, Starspawn(plus Aberration Blood and one other Aberrant Feat, I'd pick Inhuman Reach) Warlock 6 with Fell Flight gets you 3 sets of wings. The advantage being that you can use another set when the first set gets tired(admittedly, the Warlock's one never runs out, so...). I once had an idea for a houserule where if you had enough sets of wings, you'd get Wingstorm/Hover as bonus Feats, for the far greater amount of flapping that occurs.:smallbiggrin:
