So I want to homebrew some Warden powers, but I wanted to know if there was a program that allowed you to create power cards like the ones you see in the books.

Magic Set Editor should do the trick.

I checked it out, can't see how I could use it to make power cards.

I use the web-based one at http://www.dnditalia.it/pcc. You can save as a PDF or export the data to their ".pcc" format, then import it to their site later.

There's a site I found called "Go Deck Yourself" (http://www.godeckyourself.com) that seems to have some of that functionality.

Go here: https://power2ool.com

You can make monster stat blocks, items, and powers. Also includes a dice roller, digital sticky notes, and the ability to drag in things from the Compendium if you need to!
