When purchasing scrolls, one still has to pay for materials yes? Additionally, how does the XP cost translate into the scroll cost?

For non-core spells, obviously.

You mean buying a scroll with a expensive XP cost like wish (costing 5000 XP)?
Add 5 gp per 1 XP to scroll cost.

So Wish scroll is 3825 scroll cost +25,000 for xp= total 28,825 gp to buy.
A 3rd level with a 100 XP cost would be 375 scroll cost + 500 for xp =875 gp to buy.

To clarify, you don't have to actually buy the components (or spend the XP), since those are already built into the scroll. The price of the scroll will be accordingly higher, however.

The item's creater supplies the material components and Xp cost when creating the scroll.
Take a look at the list of scrolls (http://www.d20srd.org/srd/magicItems/scrolls.htm).
Notice that, for example, a 4th level spell usually costs 700gp but Stoneskin costs 950. That's because the wizard writing the scroll had to spend the 250gp of diamond dust (http://www.d20srd.org/srd/spells/stoneskin.htm) that Stoneskin requires.

So the person buying a scroll of Stoneskin doesn't have to buy the diamond dust separately: that requirement of casting the spell has been met ahead of time. And the price of that requirement is included in the (increased) price of the scroll.
