Can the Slow Fade power feat be applied to a power such as Nauseate, which allows a new save each turn, in order to increase the time between saves? If not, is there any other way to do this?

Nauseate has a duration of Instant (Lasting),

increasing its duration (Core Book, p 112) will increase the duration to:
- Concentration (lasting), as a +1 extra
- Sustained (lasting), as a +2 extra
- continuous (lasting) as a +3 extra

Explanation of duration is on p70;
- Concentration (lasting) will give a new save for each interval on the Time and Value Progression Table starting one minute after the power takes effect (with a cumulative +1 bonus. Note that this will require you to maintain concentration.
- Sustained (lasting) will avoid giving the +1 bonuses if you concentrate on it, will act as concentration (lasting) does if it is maintained normally.

Ultimate Power p16-17 states more clearly that if you stop maintaining a Concentration (lasting) effect then it will act as Instant (Lasting) from that point on, and implies that that the same is true for Sustained (lasting) effects.

I don't think there is a printed way to do that. One beauty of the M&M system though--just throw a couple of Power Points its way and bam, have it do what you want.

Some specific powers (such as Seal from Mecha & Manga) allow you to add Progression feats to increase the time between saves. Would it be appropriate, either RAW or RAI, to do the same with Nauseate?

Yes, that should be appropriate. Keep in mind that it will rapidly increase in the interval to something approaching forever within the context of the game.
