How would you price a glove that grants a constant spectral hand effect that can be turned on and off at will with a command word?

Hands of the liche

On command, the wearer of these gloves can sacrifice 1d4 hit points to create a ghostly, glowing hand shaped from his life force which moves as he desires. Any touch range spell of 4th level or lower that he casts can be delivered by the spectral hand up to 130 feet away.
The spell gives him a +2 bonus on the melee touch attack roll, and attacking with the hand counts normally as an attack. The hand always strikes from his direction. The hand cannot flank targets like a creature can. After it delivers a spell, or if the hand goes beyond the spell range, goes out of your sight, the hand returns to the wearer and hovers.
If the hand hasn't been dismissed once three minutes pass, the wearer losses an additional 1d4 damage (this repeats every three minutes until the hand is dismissed or dispelled, moment at which the lost hit points are recovered).
