Mostly a curiosity thing (I tried to sleep and started coughing, bad) but what race has the lowest racial hit dice + LA of any race with Regeneration (not fast healing, regeneration)?

I'm mostly curious in low to minimum cheese, but I'll admit if there's a cheesy way to get it at Lv 1 I'd be curious.

Not sure about race, but Dragon Magazine has a feat that grants it to humans, available at first level. It's one of those Faerun regional feats.

The feat in question is Troll-Blooded.

A normal troll is starting ECL 11. A Forest Troll from MM III is ECL 10 (a medium-sized giant? bwuh?)

Said forest trolls only have fast healing, not regeneration.
