The System Reference Document.

Due to the Open Gaming License D&D/d20 was made under, almost all of the CORE rules and mechanics are legal to post on the Net. While WOTC had its own site that hosted the SRD, this one is a lot easier to use.

Basically, it's 90% of the contents contained in the Monster Manual I, Player's Handbook, Dungeon Master's Guide, Epic Level Handbook, and some psionics book I forget what it's called.

Open Game License is often referred to as OGL.
Core refers to the Player's Handbook, the Dungeon Master's Guide and the first Monster Manual. I presume other games have their own "core" - it basically means the primary resources you need to play the game.
WOTC = Wizards of the Coast, the company that makes D&D.

Just in case.
