What is a good base class for making magitech/steampunk themed character in 3.5?

There is also the Gnome Artificer prestige class from Magic of Faerun that makes items that, effects wise, replicate magic spells but are explicitly none magical. I don't know how good it is, and its rather expensive gold wise, but it looks hella fun fluff wise.

Also check out the Effigy Master from Complete Arcane. Focuses on making constructs, but hey, who doesn't like steampunk robots?

See if you can use the Tinker Gnome subrace from Dragonlance:

Tinker Gnome: +2 Int, +2 Dex, -2 Wis, -2 Cha.

Also, if Dragon magazine material is allowed:

Arcane gnomes: -2 Str, +2 Con, +2 Int, -2 Wis, UMD is always a class skill (!!!), no speak with animals, favored class wizard. (Dragon #291)

Techno gnomes: Lose bonus save vs. illusions, lose +1 illusion DC, lose all SLAs. Gain: Alertness, +2 racial bonus to Craft, Disable Device, and Open Locks. Favored Class: Rogue. (Dragon #320, "Silicon Sorcery: Warcraft III Racial Transformations")
