are there any races without a level adjust. with a cha bonus or am i out of luck.

Star Elves. +2 Cha -2 Con. I think this is in races of Faerun.
Lesser Aasimar. +2 Wis +2 Cha. This is near the back of Forgotten Realms Campaign setting

I'm not entirely certain, but I think spellscales from Races of the Dragon have a bonus to Charisma.

I'm fairly certain lesser aasimars have a cha bonus and no LA. I am not sure what book they are in though, check crystalkeep.

Just discovered this, but being a Fire-Souled, Primordial, Half-Ogre, Incarnate Waforged gives you +2 int, -2 Wis, and +4 Cha, and Leadership, for a total of LA 0. And you're large. You might be a falling rock magnet, but still.

There's also Hellbred (spirit) from Fiendish Codex II, for future reference. +2 Cha, -2 Con. Eventually gets the ability to see in magical darkness, and later telepathy.

Star Elf: +2 Cha, -2 Con
Hellbred (spirit): +2 Cha, -2 Con
Spellscale: +2 Cha, -2 Con

Lesser Aasimar: +2 Wis, +2 Cha

Lesser Aasimar is probably your best bet, but it depends on your build.

0-LA races with +Wis and +Cha are the least common by far.
Not really sure why.

Just discovered this, but being a Fire-Souled, Primordial, Half-Ogre, Incarnate Waforged gives you +2 int, -2 Wis, and +4 Cha, and Leadership, for a total of LA 0. And you're large. You might be a falling rock magnet, but still.
Don't rely on Crystalkeep for your information. It's a handy reference but there are errors all through it; Fire-Souled is LA+3, as I recall.

I saw on Crystal Keep the Magic-Blooded template, +2 CHA, -2 WIS, +0LA, along with a few other effects. It cites Dragon Magazine as source. Oh yeah, and it's 3.0.

Gruuwars, from Dragon #317, are small fey with +2 to Dex and Cha, -2 to Str and Wis.

Primordial Giant makes giants physically weaker, but smarter. Quite counter-intuitive to the name, if you ask me (primordial giant makes me think of some hulking Neanderthal), but then again I don't know the campaign fluff behind it.

Unseelie Fey is a LA +0 template that gets +2 CHA and +2 DEX, for -2 STR and -2 CON. Gets a bunch of special abilities. Some DMs will throw books at you...

Primordial Xen'drik giant should be a powerful mage, which is what the template provides.

Like I said, I'm totally unfamiliar with the fluff behind it. The name obviously conjures a mental image for me counter to what was intended... :smallbiggrin:

And of course Dragonwrought Kobolds can be Venerable with no penalty, so it uses up a feat but you get +3 Cha. An Unseelie Fey Dragonwrought Kobold can even pull off +5 Charisma with no LA.
