War. War never changes.

It has been eighty-five years after the end of the Great War.

It has been so long. The last person to fight in the war, in the West-African battlefields that spawned the Union, died a few months ago. The passing of time has faded the memories.

New powers and new leaders have stepped up to take control of their domains and direct the course of history their way. Those who remember are gone, and now armies are full of people who read about the War in history books, commanded by people who studied the battles as examples of modern tactics.

Human nature is still the same. The species is still fractured. There is a number of nations, and nobody powerful enough to reign upon others. As the celebrations for the New Year 2033 brighten the hearts of the populace, the few people who know these things look upon their maps, keep an eye on the news and see that it is again time for conflict.

After the Great War ended, philosophers predicted that, as there was no winner in this war, there would be another. And scientists predicted that when that another war would come, there would be no-one left to fight afterwards.

These predictions have been all but forgotten. Humankind is ready for another war.

So basically what we, the Mongolian people, want, is cheap mercenaries that will be ready when we need them, and will arrive soon and not after a couple of years. We cannot grant discounts, due to the fact that they show favoritism to individual customers, which is something we wish to avoid. The offer of your intelligence services is to be expected in wartime, regardless of any other deals regarding intelligence. Payment is to be expected ahead of time, and soldiers will not be deployed until after payment is issued. The size of the force deployed is dependent on the services you expect to be performed, and expected resistance. In the event that you believe the size of the force you are receiving is not sufficient, you may pay additional fees for a larger force.

We take garrison contracts and special-ops contracts in peacetime, as well as invasion, occupation, and rearguard contracts during times of war. Special-ops contracts are also permitted in wartime. The price for all contracts is the same, but extremely high. All contracts have a maximum duration of one year, and can be renewed for the initial price. All contracts contain a clause that permits American forces full autonomy in the field, under the condition they coordinate with the employer's forces where necessary for the success of an operation or military campaign.

In the event you cannot pay monetarily, we will accept payment in the form of technology and technological data, or in the form of military hardware. This equipment or information must be considered worth the term being served by American forces under contract by the Emperor of the United States, and in signing the contract, you are aware that any monetary, military, or technological assets you provide are in the sole ownership of the American Empire, and thus are our's to do with as we see fit when they are in our possession.

These terms are non-negotiable, and all contracts are final. Questions will be answered.

The live world broadcast began moments after the ball had dropped welcoming in the New Year, and on the television screens appeared the newly elected Japanese President Duo Maxwell to welcome in the New Year. Duo walked to the pedestal that was on center stage, and tapped the microphone to make sure it was on.

"My fellow Japanese citizens, I am here to welcome the New Year with you. With this year I hope to bring a new Golden Age to Japan, and mark our place forever in history! And to start of this glorious New Year I say we do something that will make our nation shine, and put Japan forever in the stars. What I am referring to is the launch of our glorious space station Kaguya!"

The video cut to the image of the Japanese space station on the launching bay. The count down had begun a few moments ago.

The countdown echoed until the very moment the launch thrusters turned on. They let out a loud roar, and began lifting Kaguya into the sky. It was almost out of the when the main thrusters kicked in, propelling it into space. Cheering could be heard as the video cut back to an image of Duo. He paused as he waited for the applause, and cheering to stop. As it began to quiet down Duo cleared his throat.

"My fellow Japanese, what you saw was a shuttle launch from less than four hours ago, and I am happy to report that it is fully functional orbiting around us at this very moment, inhabited by the brave group of scientists, and doctors who went up with it. With this great marvel come great new fields of research from space exploration, to having a mid-point between space, and Earth, so we may further our knowledge of the universe around us... Now everyone enjoy the New Year, one of new opportunities, one of new technological advances, and a new Golden Age for us all!"

Duo stepped down from his pedestal, walked off stage, answered a few questions from the media, and entered his limo that was out back. When he sat down Chief Advisor Domon Kasshu had a small smile on his face, his chin resting upon his fist. Duo let out a large sigh as he st down, and loosened his tie. It had been a long day.

'Tis New Year's Eve, and the government of the American Empire is gathered for an important meeting.

The military propaganda commercial is nearing its end as the Council watches it for any potential flaws. The spokesman's voice, prattling on for the last minute, finally speaks the ending lines the Council had approved.

"Courage! Duty! Honor! Remember, service guarantees citizenship! Enlist at your local recruiting station today and earn your right to vote! Who will fill the Emperor's seat in the next election? You know, because you will decide!"

The television is clicked off by Councilman Roberts of the Province of Washington. "Well, that commercial's sure to get the new blood rolling in." The Councilman is proud of himself. It was his idea to come up with a new commercial for their latest recruitment drive, after all.

It will, Councilman. The Emperor himself, elected to his position by the citizens of the American Empire, finally speaks for the first time this evening. Great plan, all around. That concludes tonight's business, gentlemen. Have a good evening.

As the Council stands and disperses, bowing their head to their duly-elected leader, the Emperor reads some mail that had come in earlier that afternoon. Upon reading the message from Russia, he sees fit to write an appropriate reply...and a message to send to Mexico.

We in Mongolia would like to offer you a second deal, in addition to the one we started negotiating before. This deal would include several things:

1. Cooperation of our intelligence services.

As you may know, we two are the most advanced nations in this subject, in addition to Persia and Kazakhstan. If we start some form of cooperation on this subject, we will be by far the best. I'm suggesting that you will send some of your spies to be trained to Mongolia, which we will then be sending to missions to help our common goals. Of course, this will at first help us more than it will help you, but soon enough you will be benefiting much more than I. We also suggest building a base of operations to Ulan Bator, our capital city, for better management.

2. Cooperation of our researchers

We also offer you a research pact, as this is something neither of us don't really excel at. But if we cooperate... Again, we will be in a much better position that most of the nations on this planet. The sooner we start this, the better. By cooperation we mean sending most of our researched technologies for free or for very low prices to each other, and helping each other on those research projects that are a bit harder to accomplish. We also suggest that we could build a research facility in our capital city, Ulan Bator, where we could research these common projects.

3. Cooperation of our military forces

Cooperation of our armies will prove useful to the both of us in the future, as we both have several potentially aggressive neighbours. If at first you were going to decline this offer, please reconsider. Compare our military forces, and you will see this would be far better deal for you than it will be for us. Due to this, we would like to open a military base in the area of Azerbaidjan, near the city of Baku. This would greatly assist us if we need to help defend your nation, as supplying our troops would be much easier.


We hope you reply soon, and hope that reply will be a positive one. If you don't agree some of the things listed, please say so, and tell how they should be changed in your opinion to make the deal acceptable. I greatly recommend you to accept this deal as it is though, as it in its current state is much more favourable to you than it is to me. Also, if we get these things working soon, the more time there will be for us to benefit from them.

Dear Josh,

I fear you misunderstand us, we only ask for blueprints if you want us to improve a piece of your network. We can not improve on something we know nothing about, though we can replace the machine with one of our own. We realize asking for you to hand us the details of your entire espionage network is unreasonable Josh. What we trying to say is that if you want something like a satellite improved, it would be rather difficult to work on it with out knowing how it was made. I find our request that you provide us blueprints for an item you want improved reasonable, and logical. Though this is assuming you want an item improved, if you just want add-ons, and replacement equipment; we can provide that as well, but can not guarantee compatibility without any knowledge of your network.

Before any terms can truly be made we may want discuss what we would do in more detail. We currently have knowledge of you Espionage Network, which truly makes it hard to do anything that would be of help to you. Please provide more detail on what you wish to be done, so that we may come up with agreeable terms for both of our nations.

The best thing you could do for us at the moment would be designing spy satellites. We think you should create your own models, as they will propably be much better than the models we could create. You can use some of the old models you have and just update them, or, preferably, create completely new designs. We also demand that those models will then be sold to noone else than Mongolia. We are the ones paying for their development, after all.

We will begin work on the satellites soon, but we can not guarantee the time of completion since you are asking us to start from scratch. Also we can not allow you to be the only nation the satellites we make are sold to on these current terms. Doing so would greatly decrease the use of these for us, so we ask you to add something else to your offer rather than just use of your espionage network. One last thing, making these satellites for you will only increase your offensive capabilities, not your defensive. If you want something done on that end let us know.

If it's possible, we in the Mongolian-Chinese alliance would like to have a permission to transport our troops through your nation. Our troops would only stay near the borders if that is what you want, meaning we wouldn't threaten you any more than we do now. This permission wouldn't be permanent, and we would only transport the troops to their destination and some of them back after we are done with what we are going to do. We are not going to be fighting near your borders, so you do not have to fear about damage being caused to your country. We wanted to ask you beforehand to prevent you thinking we are going to invade your country, as that might be the case if we just started moving troops on your side of the border. We hope that you remember about our businesses together, and hope you realise we don't want to risk them by breaking this promise.

We are not interested in military alliances in the way you may be familiar with. We are interested in mercenary contracts.

Our forces are available for employment during peacetime as garrison units, or during times of heightened aggression as border observation and patrol, if you are considering bolstering your national defense for a year or less. Our terms are very reasonable.

Payment is to be expected ahead of time, and soldiers will not be deployed until after payment is issued. The size of the force deployed is dependent on the services you expect to be performed, and expected resistance. In the event that you believe the size of the force you are receiving is not sufficient, you may pay additional fees for a larger force.

We take garrison contracts and special-ops contracts in peacetime, as well as invasion, occupation, and rearguard contracts during times of war, or post-war peacetime. Special-ops and occupation contracts are also permitted in wartime. The price for all contracts is the same, but extremely high. All contracts have a maximum duration of one year, and can be renewed for the initial price. The strange bird-like plane hummed over the sweltering heat of Mexico city. It paused over the presidential palace, and began to lose height. A few seconds later, it landed with a soft sound, almost identical to that of someone stepping on the autumn leaves, on the lawn in front. Four men got out, and one of them turned to the plane, tapping something into a keypad inside. With a rushing sound, the entire plane folded up into a white box a few feet long. He picked it up easily, as if it weighed no more than a feather, and put it in his backpack. One of the other men turned to the wide-eyed guard standing nearby. 'Tell the president we have arrived, please. Could someone escort us to him?'

The sun was low in the horizon when the four men returned, jubiliant. The man with the backpack placed the box on the lawn, before a crowd that had spontaneously assembled, and watched it unfold like a paper crane. They boarded, and with a soft sound like a hundred bees in high summer, lifted off. They rose a kilometer above the city, and, pausing for a moment in the air, accelerated past the sound barrier.

The plane stopped.

The lives of most people continue as normal. The worker unions of Mexico complain about the outsourcing of their jobs to Russia. Namibia-Angola talks about increasing their cooperation continue while the West-African Union and the East-African Coalition seem to have hit an impasse in trying to resolve their border disputes.

The northern regions of Peru appear to finally be stabilizing, with the fighting having moved mainly to the coastal area. Oceania reports an all-time low in piracy after their new maritime control initiative. Heavy rains have caused some flooding in Europe. The lavish coronation of King Charles VI of Anglo-Francia was televized to the entire world. The disputes over succession in Austria-Hungary-Italy continue.

However, the main news story is the sudden invasion of Kazakhstan by the DDM.

The attack started by diversionary assaults through Russia over the north border of the nation by mechanized elements of the Mongolian army. The main push was spearheaded by airlifted American mercenaries who dropped at key locations among the enemy defensive fortifications, supported by heavy Mongolian ordnance. The Kazakhstani defense was quickly routed and they retreated in disarray towards the capital.

Currently the invading DDM and American troops are advancing quickly towards Astana. The government of Kazakhstan is desperately trying to reorganize the army into a defensive line near the city.

Meanwhile the outlying parts of the country have mainly been left alone by both sides. Thousands of civilians fleeing the destruction have been trying to cross the border into Persia, India and Russia. Persia has closed their borders from the refugees, while India is admitting them.

The global community strongly condemns the attack as illegal and unprovoked.

First I would like to explain the invasion of Kazakhstan. That doesn't seem to fit this new image we are trying to build here in Mongolia. Unlike what has been claimed, the attack was not unprovoked. We offered to help Kazakhstan with their snail problem just a while ago, and they accepted, after we explained them what might happen if they didn't do anything about it. You may now think we were starting to have warm relations with Kazakhstan – but this is not the case. We offered them help mainly in the form of a technological advancement – the Snail Stomper 3000™. Now we have received pressing messages from the operatives we have in Kazakhstan: the Kazakhstani government has started using this technology without paying us, the Mongolian people, the small sum we wanted in return. The Kazakhstani are nothing but thieves, spies and uneducated barbarians. If they did not steal that technology from us, how did they know where to kick the snails to kill them effectively?

They could't have found out about such advanced technologies without spying on a nation like Mongolia. There are only a few nations in the world that posses strong intelligence services; and these nations include both Mongolia and Kazakhstan. Here in Mongolia, we only use it to protect our national secrets, as you know. On the other hand, Kazakhstan seems to be using it to malicious purposes. How we know it was Kazakhstan, and not Japan, for example? There are only a few nations that could have succeeded in such an attempt. We don't think anything bad about any nation, unless we have some proof stating otherwise. We try to respect other nations, even if it shouldn't be the case. Kazakhstan is the only nation capable of executing this vile crime. Other nations that posses capabilities to do the same have no reasons to – why would Australia, a nation with a spy network as good as Kazakhstan has try to steal a technology that deals with killing snails? At least I haven't yet heard about a sudden invasion of snails in Australia.

After we have replaced the government of Kazakhstan to one that actually takes care of it's citizens, we will start eradicating the snails from Kazakhstan's soil, before they pose a risk too big for us to handle.



But now, to the subject at hand.

We think we all should start giving financial aid to the developing nations. We suggest we start by helping Namibia and Angola on their feet, as these two are not trying to kill each other – at least not now. We suggest we establish a committee to handle these things, so the negotiations about who to help and why would be much easier and faster. We have contacted the nations we think should be part of this committee, and will soon telll about the results. War in Kazakhstan

The fast advance of the Mongolian and American troops falters, as a few road collapses and other trouble, credited both to enemy agents and bad luck, slow down the Mongolian troops. The difficulties are by no means unsurmountable, but they mean the careful commanders slow down the advance to prevent accidents.

The faster spearheading American troops overextend somewhat and get into a number of chaotic conflicts with the rearguards of the retreating Kazakhstani units. The Americans perform well but, threatened by envelopment, slow down and regroup. This leaves the Kazakhs enough time to retreat back to the capital and begin setting up defensive positions.

There are huge, nearly unprotected convoys of refugees escaping from the capital and the surrounding area towards Russia. The advancing troops have cut off the way to India, and Persia refuses to open it's borders.

The outlying areas of Kazakhstan are descending into anarchy, as everyone tries to loot all they can and then escape from the soldiers.

You note a number of Mongolian squads taking pictures and filming scenes of the war, and even a couple helicopter overflights.

Due to the recent shift in enemy activity on the front, we may need to adjust our plans a bit. American units can no longer continue to spearhead the attack on our own due to needless danger in such an act. As per the Autonomy Clause in our contract, American units will pull back temporarily to regroup. We recommend you permit us to link up with your own units and push ahead in a joint task force.

We also need to question the tactical use of having your men take pictures and film scenes of the war, with helicopter overflights. What practical purpose does that serve for the war effort?

Actually I was going to suggest that. American forces will regroup with the Mongolian army. From now on, your troops will be there to mainly boost my morale, but will, of course, engage the enemy too.

You don't see any use for the filming? Let's put it this way:

The civilians in Kazakhstan don't like their government. They like me even less, if possible. Now, I don't know what you have heard about my propaganda project, but it should go something like this:

1. Mongolian army receives orders to help some of the civilians by giving them food and water, and possibly some other stuff they need.
2. They also receive orders to take a lot of pictures of this, for propaganda purposes obviously.
3. Start showing those pictures to the world; Kazakhstan's tyrannical government doesn't care of its citizens, and flees towards the capital city and probably is already planning for its own escape. The Mongolians, on the other hand, are trying to help the civilians. They like me a bit more.

There you have a brief version of it. That's why I'm filming stuff.

At a press conference, the American Emperor confirms that, despite the arrival of White Spires units within the warzone in Kazakhstan, the Empire has no plans for an attack on the White Spire itself. He has been quoted as saying: The White Spire has never been an enemy. War is business. It would be unprofitable to launch an attack on the White Spire unless we were hired to do so, if the White Spire needlessly executes American personnel if captured, or unless the White Spire struck us in our homeland.

White Spire units have arrived in the warzone. That much, you already know. As per American Rules of Engagement, we will not engage White Spire units beyond the borders of Kazakhstan, as we were hired specifically to engage enemy forces within the borders of the country itself. An attack on White Spire territory is out of the question, but we may need to adapt our strategy to account for the White Spire's arrival. As per our contract, American units gain ownership of all battlefield salvage. This includes salvaged White Spire equipment.

Despite our two countries' lack of hostilities, your deployment of military units into Kazakhstani territory is unwarranted and pointless. We highly recommend you withdraw. Though for the sake of keeping good relations between us we will only be sending the evacuation ship that has already left our harbor to get one ship full of refugees. If you open fire on this ship we will be forced to stop all trade with you. We only do this because we made an agreement before you announced this, and we honor all of our agreements. Egypt will begin searching vessels leaving Kazakhstanian docks for any escaping refugees and deporting them to Mongolian holding camps. Any captain refusing to have his ship searched will be considered an enemy of Egypt and be taken to their nation's embassy, where they shall be deported. The contents of their ship shall be sold off to pay for the costs of such an operation.

Furthermore, military vessels not meeting Mongolian military codes will be sunk on approach to Kazakhstanian borders without questions asked. Nations are asked that if they wish to support Kazakhstan, to support the rebuilding process instead of turning this into the next World War.

Why else would we fund a foreign project in foreign lands for foreign purposes? Three, Mexico can send scientists to supervise the research they have invested in, but they may not send project files to Mexico until completion to reduce the risk of leaks.
Four, Mexico will be given some say in what Japan researches, but they may not override preexisting, or direly needed Japanese research. They voice will still carry much weight though.
The amount of projects funded (Per Econ +) will be two-three projects of small to large size. Or one very large project.

'The White Spire has been asked recently why it came to the defense of the Kazakstani people. I am here today to answer that question. We defend them - and will defend other nations who are attacked unprovokedly - because we have always stood by a people's right to freedom. We don't stand by the right of the government to govern, but rather the rights fo the people to choose that government. We stand by the people of Kazakstan to send a message. That no nation may force its abusive rule on others. That no one needs to stay awake at night because of the tanks firing on their town. That no one has to have their legs broken by the secret police because a tyrant was ignoring the will of the people. And, by god almighty, THAT NO ONE WILL DIE BECAUSE AN INSANE DICTATOR DECIDED HE HATED SNAILS THAT DAY! I swear before you now, that the White Spire will do everything in its power to end the rule of countries by men that belong in an asylum. Thw White Spire requests that teh various major religions officaly sanction just war against the Mongolian agressors. The Mongolians are after all godless heathens attacking a blameless nation.


White Spire envoys are doing the circut of the world repeating similar speeches, with men in the crowds guaranteeing the same reaction.
The White Spire is founding a volunteer program for forigeners, who are asked to serve in the Forigen Legion for a six month period. Targeted at Kazakstani refugees, espessialy, but spread all round the world. Hey, if it worked in Spain... The White Spire also opens up a fund, soliciting donations, for the conflict, and a seperate one to help the refugees. Once again, look to the spanish conflict for examples of just how effective that can be.

War Update:

As the White Spire forces begin reinforcing crucial Kazakhstani strongpoints, the nature of the war changes.

The Kazakh forces are positioned to hold their capital, while the White Spire troops are spreading the front, actively assaulting enemy columns and positions.

However, this also means they get exposed to more fire in return. Meanwhile, the DDM and American troops attack the Kazakh lines with massive artillery and aerial bombardments, causing a number of routs and even surrendering troops. The Kazakhs are shellshocked and unreliable, and fail to hold their defensive line, which in turn forces the supporting White Spire forces to concentrate on helping them.

The battles have now spread to more outlying areas of Kazakhstan. Near the northern border with Russia, there are a lot of fast-moving skirmishes by mobilized troops of both sides.

The Egyptian blockade seizes a fair number of small naval craft trying to escape the chaos.

A more organized effort to evacuate civilians is made in southern Kazakhstan, the refugees being escorted into India by trucks and a number of unmarked army vehicles.

Emperor Capito stood behind the podium, looking at the cheering crowd below. It had been a good year for the New Roman Empire, with much economic growth and prosperity. The citizens of the Empire were finally becoming happy with their life, and it would not be long before the world saw they had nothing to fear from the NRE.
As Capito began to speak, the crowd gradually silenced.
"This year is a year of great achievement for our New Empire. Under the watchful eye of your government, the economy of this great nation is improving beyond what it could have ever been before we were united under this banner! Just as in the Old Empire, we rule justly and for the greater benefit of our people, and our citizens and country prospers!

Yet still the nations of the world fear us and despise us! Fear perhaps, of our military might? Well we know that our military is for the purpose of defending our country! Perhaps they think we are evil. Surely I say that we will show them what Rome really is! Our aid will go out to the just a peaceful in this world, and we will defend the innocent! Then they will know us as we know ourselves!"
As he finishes his speech, the crowds below erupt into cheering.

Start of Turn 3

The Conflict Escalates

There are major developments in the war between Mongolia and Kazakhstan. First, the American mercenaries unilaterally declare their contract void and retreat from the front. But just as their enemies finish breathing their sigh of relief, Persia Reborn announces they are entering the war on Mongolia's behalf, thousands of troops pouring into southern Kazakhstan.

This combined with a large assault by DDM forces and the retreat of many of the White Spire's supporting troops crumbles the morale of the Kazakhstani army, and they finally surrender as Mongolian troops take the capital city of Astana. A few government officials escape, trying to gather their followers to create a resistance movement, but most are captured. Kazakhstan is now officially occupied by joint Persian and Mongolian forces. White Spire troops in Kazakhstan retreat quickly to avoid being overrun.

However, it isn't that simple for the DDM. Japan suddenly declares war on them, assaulting port cities with a large naval and air deployment. As the landing forces enter China, they begin broadcasting propaganda aimed at getting the populace to support their move.

They do gain some help from the locals, but most just shut their doors and windows and try to stay out of the way.

Japanese airstrikes target the DDM government offices and buildings as they move further inland. However, soon after the shock of the initial invasion, the DDM troops begin mounting increased resistance with minefields, hastily-built fortifications and a delaying retreat strategy aimed at bleeding the Japanese dry. There is a huge draft in the DDM, and the barely-trained recruits are thrown at the enemy to slow them down. It is hard to fight in an enemy territory, as proven by DDM black ops teams preventing the Japanese from rebasing their naval or aerial assets into conquered territory, and snipers targeting enemy NCOs and lower-ranked officers.

While Japan has air superiority, their fighters are prevented from getting too far inland by mobile anti-air teams. Their navy provides them with superior firepower near the coast, however, as the DDM naval forces gather in Southern China.

White Spire forces arrive to support the Japanese invasion from the north, through Russia who is still officially neutral in the conflict. They quickly find themselves facing the same problems as Japan's invasion further south.

A lot of Kazakhstani refugees have escaped to various countries despite the efforts of the DDM and Persian forces to contain them.

Global economy

The market is disturbed by the war. Oddly enough, one of the worst sufferers is Canada. Multiple countries are purchasing additional weapons, while the countries near the war in Asia have been having trouble, as there is a fear the conflict will continue spreading. Indeed, the Siamese army has been put on stand-by.

Dramatic increases in spending by the Mexican government have resulted in problems with the country's economy. In turn, the problems with both of their neighbours has adversely affected the Americans. North America might be facing a depression if a solution is not found.

Other events

In Peru, the government forces have managed major victories on the rebels. The largest hotspots left are located in southern Peru, where the government is now concentrating their troops.

The Mexican government appears to have hired American mercenaries for a garrison contract.

Tensions are on the rise in northern Africa between WAU and EAC. There have been reports of shots fired over the border.

Namibia and Angola have finished their negotiations - the agreement details economic and military cooperation between the two nations combined with a number of joint projects to increase the wealth of the area. There are unconfirmed rumours of Madagaskar and South Africa intending to discuss joining their free trade zone.

I am sending you this letter as a fair warning to all of you; because I am an honorable person, and the interest of the NRE is in the betterment of the world. The group of you joined in war against the DDM in order to help the nation of Kazakhastan. Your efforts, it seems, were in vain. Kazakhastan has fallen to the DDM and ceased to exist.
Yet instead of declaring the conflict over and using your nation's power to help reconstruction in Kazakhastan and save many lives, you invade the DDM on their own soil. No reason has been given for this aggression. Japan gave no reason for joining this war; in fact they only declared war on the DDM after Kazakhastan had fallen.
If you do not end this unjust and pointless conflict, we will find a way to end it for you. We give you an ultimatum.

Either your forces surrender to the DDM and retreat off their land, or we will declare war on you.

War Update

Elements of the DDM army have begun filtering back from Kazakhstan to enter combat with the invading Japanese and White Spire forces. The Japanese have been forced to halt their advance and dig in, as the fresh recruits throwing themselves at the advance bought enough time for the DDM engineers to construct fortified positions and minefields and the veteran army units arrived to reinforce them.

The next change in the situation came as a huge force of American mercenaries, after receiving minor harassment from the Chinese navy en route, deployed to Siam who promptly declared war on the DDM and advanced on southern China. The threat of the war turning into a static trench bloodbath averted, the Siamese and American forces made quick progress and were only barely stopped from linking up with the Japanese-held coastal regions. The DDM navy was caught in the fighting and lost multiple vessels, gathering in the few ports between the Siamese forces and the Japanese-occupied territory that are still under their control. Their additional firepower is the only reason these ports can be held. However, the area has extremely heavy anti-air coverage and numerous enemy sabotage attempts have been stopped by the omnipresence of DDM special forces and intelligence/recon teams.

However, after this development the NRE and Persia both declared war on Siam, Japan and White Spire and deployed their troops into China. NRE forces came in through Russia into the rear of the White Spire units in the north, catching their logistics by surprise. White Spire had to relinquish control of the northern border of China and retreat to link up with the Japanese lines on the coast. The Japanese naval superiority in the area managed to blunt the push. The Chinese countryside is now one huge battlefield, with massive military deployments that haven't been seen since the World Wars. Nearby neutral nations are stepping up their guard, fearing the further escalation of the conflict.

Currently the exterior regions of China are under the control of the coalition of White Spire, Japan, Siam and American Empire but further advance inland is made impossible by the troops of Persia Reborn, DDM and NRE. The main warfare is now being fought in the air, where the NRE and DDM airforces are taking a toll on the overextended Japanese planes and on the ground where black ops teams of both sides are trying to bleed each other's supply lines and help cause a breach in the lines of hastily-built fortification on both sides.

On the sea, there have been less engagements so far. Both navies are content with supporting the ground operations and keeping the enemy ships off their supply lines.

To American Empire, Japan and White Spire only:
While you control the coast, according to your estimates your troops are somewhat outnumbered. The main strength of the NRE ground forces is in northern China while their navy and aerial assets are gathered in the South China Sea and on DDM airfields against the Japanese respectively. DDM is focusing their main ground assets into defending against the Siamese/American push but have significant fortifications in place against the Japanese.

Your drive to utilize the civilians of the area has received only limited success. Most of them are attempting to avoid the fighting at all costs, the ones willing to work for you house a number of DDM agents and regardless, they're completely untrained, gaining horrible casualty rates in the bloody combat environment of inland China. The mobility of your troops is very limited, since ambushes, IED-, mine- and boobytraps are common and you have lost your air superiority since the NRE entered the war.

On a more positive note, it seems as though the DDM army is low on bodies to throw at you - after their huge human-wave rushes to block the initial advances they have been content to sit behind their fortifications, shell you with artillery and airstrikes and hinder your every advance by any means at their disposal.

Oh, and some of your recon elements report seeing DDM light armour and infantry units in new sort of protective gear which appears to be very resistant against common small arms and fragmentation/high-explosive weapons. The most exaggerated reports note that taking out some of the DDM infantry appears to require the same kind of armour-piercing ordnance usually reserved for heavy tanks. Truthfully the matter isn't quite that bad, but they are very well shielded against artillery- or airstrikes and almost impervious to longer-range small arms fire.

To DDM, NRE only:
Your intel on the enemy positions is quite detailed. The American Empire deployment was so large, it must have taken most of their forces. (around +++ Mil) Combined with most of the Siamese army (+++ Mil) the southern concentration of enemy troops is the more dangerous one.

The Japanese hold the coast and have dug in with fortified positions similar to your own. They are, so far, having no trouble supplying their forces with naval transports. The advanced White Spire troops are few in number but extremely well-armed and trained. They are being used to strengthen the weak points in the Japanese line.

You slightly outnumber the enemy, but attacking them head-on would be extremely bloody on both sides.

The enemy is using propaganda efforts to rally the local civilians to their cause. This tactic has received some limited success, with the majority of the civilians opting to simply stay out of the way. The ones that do join the enemy are poorly trained and organized, and not much of a threat.

The enemy is using a lot of resources to track down and destroy your anti-air assets. However, with the NRE aerial deployment, the skies are no longer clear for either side. Both airforces are taking heavy losses, but the NRE can take advantage of the home ground and DDM anti-air emplacements and mobile teams. Therefore, more of their pilots survive being shot down.

As the carnage in the DDM continues, it seems less and less like our enemies in this war are fighting for any reason other than to fight. Other than defending the nonexistent Kazakhastan, no reason has been given for their violence. We ask you, citizens of th world, to consider that it is not the NRE and DDM who are the war-mongers you believe them to be, but rather the forces of the White Spire, American Empire, and Japan, who continue fight an unjust war only to avoid the humliation of defeat.

People of America, people of the world, and people of those nations with whom we are at war, I come to you today, not as the Emperor of America, but as a man. A mortal man, who comes to you in the wake of recent events to issue a call to reason. Let no human deny the perils of our time. While the war in Asia is ongoing, and will inevitably grind to a halt, for better or for worse, the resistance of the nations that are aligned with the nigh-demonic dictator of Mongolia is admirable.

While they are indeed our foes in battle, they are warriors, and for this, I admire their courage, and their strength in the face of adversity. But their people, the citizens of Mongolia, the downtrodden, they have shown their distaste. They have shown their fear of those whom should be protecting them from the predatory strength of those who would harm them. Their watchmen, their protectors, are those who have sought to do them harm. This is unacceptable. The army is meant to defend the citizen from those who would do the people harm. This is an irrefutable fact, and a law of man that America has always sworn to uphold, since our founding as a sovereign nation.

And for those who seek to see things from a purely pragmatic perspective, consider this: Mongolia's military power, and spy network, have made it what may be considered the dominant superpower on the planet. Kazakhstan was merely the first in a long line of inevitable conquests. For our role in this, America has faltered, and we seek to undo the damage we have done to the people of this nation, and of this Earth. We are warriors on a dangerous mission of mercy, as our founders and the first generation of American warriors intended. Mongolia cannot be permitted to continue their expansionist actions. For the sake of the security and safety of future generations the world over, I beseech you, join our war. The NRE and Persia are misguided, and we have no conflict with them. I have already sent a message to the NRE explaining my reasoning, and hope that they will accept.

Let my call to reason be heard by nations the world over. Speak now through actions against the dictator of Mongolia, or forever be silenced by his hand. It may not happen today, it may not happen tomorrow. But if we fail in Asia, all of Earth will fall. His ambitions know no bounds. His people suffer under his care. This is not a ruler. This is a madman, and he is dangerous. Do not let his obfuscating foolishness distract you from the malevolent intellect within. Stand and fight. Do not say 'that is not our problem.' Because it is, and when the problem comes for you, you will have regretted the day you did not stand and face the problem others did.

As we in America are fond of saying, 'It is a good day to die, when you know the reasons why.'

My fellow Japanese citizens, fellow humans, I am here today not as a leader, not as a Japanese citizen, but as a human who hopes for a better tomorrow. A man hoping to awaken the good morals of the planet in which we all shared. The Asian war is a violent, bloody one with large casualties on both sides, but it will stop eventually, and when it does the world itself shall change. And with this change I pray it will be for the better.

A soldier, a citizen, a human being should always fight for what they believe in. Sadly for the soldiers, the draftees, and the citizens of Mongolia, this is not the case. They do not fight for what they believe in. They fight us because they have to. They have to shed the blood of the innocent, they had to shed the blood of Kazakhstan's people, and soldiers to live. We are not at all mad at the people of Mongolia, but instead we are infuriated with their leaders. Leaders whom they did not elect. Leaders whom hold no morals. Leaders whom have kept their people in constant fear for their lives. These are immoral leaders! This is why we are waging war against Mongolia.

We fight not for personal gain. Instead we are fighting for a better tomorrow. We are fighting to save humanity from the plague known as the leaders of Mongolia. We will not allow their blight to spread any longer. We tolerated them for countless years. Years in which they oppressed, and shed the blood of their own people. We hoped that the people would rise up, and take down the evil that is their leaders, but they have not. They have been raised in fear.

Now, we are trying to make amends for the years we have let the mad ruler of Mongolia stand unopposed. We hope that other nations will join our cause to stop the insane Mongolian leader's reign.

We're going to give you one chance to pull out of Mongolia. America's getting involved for future security interests. Mongolia's simply too powerful to leave alone. Between this, and the prospect of significant payment from the White Spire, we're interested in simply getting Mongolia out of the picture altogether.

You can't be interested in helping Mongolia. You need to think long-term, here - It's not about Kazakhstan. It's about making sure everyone is able to function without Mongolia working behind the scenes to dominate the world. Kazakhstan was only the beginning. You're just as much of a target as they were, especially when this is over.

Switch sides, and we'll be able to end this war as quickly as it began.

I'll speak with the other empires involved in the coalition about granting you land in Mongolia as a reward.

As always in he history of man, the true purpose of our wars is the procurement of power for oneself, and prevention of one's enemies from having that power. This message, and indeed the speeches given to us by the American Empire and Japan, show us their true reasons for entering this war- if a little late, considering they were not given until after their troops were on enemy soil.
These nations speak of Mongolia with fear of their power and abilities. Apparently they have been manipulating the woirld with their significant espionage forces, which is of course why the countries of the world have no issues with secret Mongolian spies manipulating the workings of their government. The truth is that these nations fear Mongolia because of the possibility that they could do these things, and wage war, throwing away the lives of citizens of both countries, to calm their fears of losing their power.
"Mongolia is simply too powerful to leave alone. These words show you the true reasons behins this war. Not for justice or for the sake of saving lives, but out of fear of a future war that would likely never take place, and for the sake of payment from the White Spire, they continue. And in order to give us incentive to join them, they tell us they will give us money, land, and power. They attempt to instill within us their fear of power held by someone other than them.
When will these countries stop? Not until they are the most powerful countries in the world. They seek power for themselves, as they deem themselves worthy and just, and their enemies evil and corrupt. Surely any of us would, but that does not make them right.
Surely, if we were to join these nations in the fight against Mongolia, the war would indeed be over soon and many lives would be saved. But to do this we would be surrendering to the American Empire, Japan, and the White Spire power over the world. This is something we cannot do. Perhaps we are misguided, to not wish one group of nations to have control over the globe. We would not seek such power even for ourselves.
You are all likely wondering why I did not head my speach by pronouncing myself to be coming to you as merely a mortal man, and not a leader. I am a leader. I am the Emperor of the New Roman Empire, and my duty is to my people. I am still a mortal man as well. But those other leaders, when they make their speech and renounce there leadership, renounce responsibility for their nations. If they make their speech as only mortal men, and not as men placed in leadership positions, let their speeches be recieved as such. They spoke for themselves in those speeches, themselves only, and not their nations who placed their trust in their leadership. But here today, I speak for the Roman Empire.
I implore the nations waging war against Mongolia to withdraw. You must accept that power was not meant soley for you. If at some future date, Mongolia turns upon the world, the world will turn upon it, and the NRE will march with the world. But for now you cannot attack them out of fear of possible future wars and anticipation of increased power.
If you were to seek to stop every potential war, you would need a one world government. I believe, in most religions, there are prophecies about such a government.

Concerning the message brought to light by the NRE, and information we have received, we believe that it is the intention of the coalition forces to split the territory of China and Mongolia amongst themselves.

India will not abide by this. We will interfere in this war if the attack is solely to gain power.

Emperor Capito already explained most of the important things to you. Now, I would like you, the people of the world, to think about these:

A while ago, before this war... The Kazakhstani government was mistreating its citizens. We simply replaced that government, with a far superior one. The whole matter would be dealt with already, if it wasn't for The White Spire interfering. The White Spire claims they are trying to help the Kazakhstani. Now, which is better for the Kazakhstani people:

The war rages on. Not in Kazakhstan, but in eastern China. How are they helping the poor people of Kazakhstan there? If they really wanted to help, they would be supplying food and water to the Kazakhstani. Instead, they are shooting at them. How does that help the situation? We, on the other hand, were already helping them during the war between us and Kazakhstan. We have proof of this, if some of you don't believe me for some reason. The war that the White Spire started is not about Kazakhstan. It's about power. Just as Emperor Capito of the New Roman Empire explained.

And, if they are truly just want to help Kazakhstan by liberating it, why did they offer Persia that whole area in return for a NAP? Besides, the Kazakhstani are going to live much better lives under the guidance of the Mongolian government than under the tyrannical rule of the so-called government of Kazakhstan. Why would they need liberation, if they are doing just fine already?

Now... if they didn't even want to help the Kazakhstani people... What could they want from the Mongolians? I doubt they will start helping them. They are also saying that people should get rid of the 'that is not our problem.' attitude. Now, if they care about the citizens of Mongolia so much, why are they using them to do their bidding? They are taking men from their homes, away from their families, by claiming that their leaders, the leaders that have been so good to them, are, in reality, madmen. At least I and the other leaders of Mongolia, at least we are not throwing some random person in to the battles. No, all of our soldiers are volunteers. They all have volunteered to fight for their own homes. Just as our enemies said, they really have no other choice. This is not because the Mongolian government is composed of madmen who would shoot them if they did not, this is because their homes are being burnt, their families killed, their places of worship being destroyed. No, we really do not have any other options than to fight back.

Our enemies also are trying to state that our beloved government would prefer to see our hard-working citizens as cannon fodder than a working citizen. This is not true. Even if our leaders were insane, we all know they still aren't stupid. Even our enemies acknowledge this fact. And how could an intelligent person think that we are ever going to continue our peaceful lives if we are using our own people as cannon fodder, and not building a better future for both ourselves and the whole world?

We, the Axis, are not the bad guys in this war. No, we truly are not. We are only trying to defend ourselves from the vile aggressors, Japan and the White Spire. Now, nations and people of the world, choose your side well.

To all nations except those engaging in war against me (+++++):As you surely know, there is much needless conflict going on in the DDM. The honorless forces of Japan, the White Spire, and the American Empire wage war for no reason other than greed and lust for power. Some of them claim to be in it to help the nonexistent Kazakhastan. As India pointed out, they could accomplish this far better by aiding in reconstruction efforts in Kazakhastan than by destroying the DDM's land and waging a bloody war against our soldiers, attempting only to prevent these unjust and greedy nations from burning the DDM's country and killing their citizens.

We implore you, nations of the world, to not sit by idly in this conflict, but to aid us stopping these nations. Help us prevent the senseless carnage caused only by their lust for power!

Start of Turn 4

World War IV

Europe

Anglo-Francia and Prussia entered secret top-level negotiations recently. Soon after, their armed forces begun concentrating. After a number of diplomatic threats, Fennoscandia was divided into two protectorates - Finland to Prussia and Sweden to Anglo-Francia. They're still officially independent and governed by their old royal family, but in practice they've ceased to exist as a political entity.

The mobilization of the armies of the two nations didn't stop there, however.

South-America

The government of Peru has managed to pacify it's people and unite them once more. Claiming evidence of the rebels having Panaman funding, they have declared war on the Merchant Republic of Panama. The army is currently marching over the border, facing sporadic resistance.

Brazil condemns the attack. Argentina has refused to comment. Both are mobilizing their own militaries, and there are reports of messages flying back and forth between them.

Africa

The West-African Union declared war on the East-African Coalition, as predicted by many political analysts. The initial thrusts met with a surprising amount of success considering the prepared state of the EAC army, but currently the advance has slowed down.

Angola and Namibia have united into the nation of Aurora, dropping the amount of nations with worthwhile names in Africa to only two.

Madagaskar and South Africa have announced a military alliance. They've also joined the SATZ free trade zone with Aurora.

The Pacific

Australia and Oceania have formed a military alliance.

The first real naval battles of the war have been fought between the Axis and the Allies. Mongolian and NRE fleets moved away from the coastline to hit American and Japanese supply shipping. They didn't meet much resistance at first, but heading east, soon got into a number of skirmishes with the Mexican navy. Mexico declared war on the Axis. Both navies suffered some losses but they didn't meet for a real slugfest, instead opting to continue past each other.

North America

The American Empire has been invaded on both coasts. A large Egyptian fleet unloaded power-armour-clad troops and amphibious vehicles into the barely-defended ports in Boston, Miami and New York while NRE troops landed in Washington and are currently advancing towards the White House. Meanwhile NRE and DDM made landings in California and taken over the naval base in San Diego.

The Americans are defending well, but most of their strength is fighting the war in Asia. The Imperial Guard is forming the core of the resistance, with the heavy losses in the opening hours of the attack harming their capabilities somewhat, but they are heavily supported by bands of civilian militia groups, gun nuts and such who've joined the fight. However, they're outclassed and outnumbered, and being forced to fall back on all fronts.

Asia

The main theater of war began as surprisingly quiet. The Japanese/White Spire-occupied area was bordered by a line of trenches and fortifications with both sides resorting to artillery and aircraft to inflict casualties. Meanwhile the Siamese/American front had stabilized somewhat, with only minor movements and new trenchlines beginning to form there as well.

The Mexicans entering the war changed the situation, however. They landed into the Japanese zone and, with huge losses, managed to breach the DDM forts, linking the Southern and Eastern fronts together. They made a push to the inland but were soon stopped by large-scale NRE bombardment. Now they occupy a dangerous salient in the line, surrounded by shifting Axis formations. The casualties are mounting again.

The air warfare was quite even until the Japanese started utilizing their new ultra-fast aircraft in combat. They were superior in dogfighting capability to the NRE and DDM planes, forcing those to retreat behind their ground AA positions. Said positions were assaulted by enemy missile-, artillery- and black ops-strikes, weakening the Axis line substantially.

India has been calling an end to the war, to no effect. They've mobilized their army and fortified their borders.

Economical Crisis

North America is facing a bad depression caused by a combination of factors. A number of isolationist nations have opened their markets, and the war has weakened the ability of North American nations to compete. The depression spread from Canada and Mexico to their close trade partner American Empire, and threatens to spread to the rest of the world as global trade is crashing down.

America announces that, due to the crisis situation on the 'American Front' in the ongoing Fourth World War, it is withdrawing the division of troops stationed in Mexico for garrison duty, known as the 'Black Knights', for the purposes of repelling the assault by DDM and NRE forces on the West Coast. Mexico has been notified that once the crisis situation has passed, the garrison contract will resume at no additional cost.

Canada has been petitioned for military aid along the East and West Coasts, as per their ongoing allied status with America.

Across America, television channels forcibly switched to one thing. In front of city hall in New York, a man in a black uniform stood. Egyptian soldiers could be seen behind him, herding civilians into the building.

"People of America! I am General Imhotep of the Egyptian Expeditionary Army. I appear to you today to ask you to surrender yourselves and end this bloodshed! Your King has brought you into this war for nothing but greed, and what has it begotten you? The death of your loved ones, trade embargos, and humiliation in the view of nations around the world.

Plead with your King, tell him you no longer wish to fight this war. When you do so, we shall return to Egypt and bother your nation no longer. In fact, we shall assist the rebuilding of the cities that have been struck! We will do this not out of a sense of superiority, not out of a feeling of ownership, but out of the sincerety to build peace within this world.

So I ask of you, American people, do you wish to see this" He waved a hand offscreen, and a man appeared with an Egyptian Anubian soldier holding an assault rifle to his head. The trigger was pulled, and a single bullet entered his brain. The fragmentating round blew gore across the street where he was, and the camera quickly went back to general Imhotep. New York City Outskirts

As the Anubian soldiers turned the corner just up the street from the bridge, Corporal Taylor Miles of the Imperial Guard realized his day had just taken a turn for the worst. Hurry up! He urged his squadmate to hurry with the detonator.

Look, you wanna do this? Be my guest. Private Michael Crespo's response was a bit flippant for the moment, but the soldier remained calmer than should be considered 'average.' But this ain't a job you wanna rush... Michael carefully pushed a few more buttons on the detonator, a green light indicating it was armed.

A few fragmentation-rounds hit some of the wrecked cars the pair was using for cover. C'mon, tough guy! We've gotta blow this bridge! We can't let them get outta the city! The two gathered their gear quickly, running across the bridge in the direction opposite the oncoming Anubians. Taylor! Move! Now!

What about those Jackals!? The reporting name had become synonymous with the Egyptians in general. It fit their actions since occupying New York City proper. Forget about 'em! The bridge is rigged to blow! The two Guardsmen ran for it, knowing the switch for the detonator was already being handled by another Guardsman on the other end of the bridge. As they reached the end of the bridge, Michael giving a thumbs-up to his Sgt., a massive explosion ripped through the air behind him, followed by the sounds of the bridge completely collapsing.

Bridge toll ****ing accepted, you bastards. Miles looked back to see some of the Anubians seeking cover from the explosion, and others falling into the water below. "Alright, we're done here! Options?" The mass fallback had completely decimated the Imperial Guard units stationed in New York. There was barely any command structure left.

We should head for the West Coast! We need to hold onto what we can, and we can't do that here. The Black Knights are on the way from Mexico, we should- Michael was cut off by Taylor, who raised a hand to quiet the Private down. Mikey, think this one through. We'd never get across the country in time to do any good there. We need to stay here and do what damage we can to the Jackals. Leave the fighting on the West Coast to the Black Knights.

Michael falls silent, and looks to the destroyed bridge. So, when do we leave for Cairo?

Taylor followed his comrade's gaze and gripped his SMG. I don't know, man, but I know that as soon as we get there, we're gonna burn it to the ground.

Here I stand, on this lone podium; my mind is amidst with thoughts for not only my people’s future, but of the world’s. In a period of peace, the world was at rest. Our children slept safe under the homes of their loving mother and father. There was no war, no death. It was an era of growth and prosperity, there was no evil to lurk in the shadows of our society and the world rested at ease with itself. Now, to all the men, women, and children of our world; Canada offers a note on the current state of a vicious war being fought. The Alliance versus the Axis; a struggle between two great forces. Asia is torn by conflict, and now the invasion of North America is underway. As many of you know, each side is searching for support for their cause; and none can remain neutral for much longer.
Who to support? The answer is difficult, but Canada firmly believes in the Alliance; a bastion of individuals who know the meaning of peace and honor. A direct contrast to the Axis. The Axis has no compassion for the innocent, deciding to murder any who justly stand in their war path. War Update

Africa:

WAU forces continue pushing east. The civilian casualties have been rather low after the first phase of the war, but the battles themselves have been quite costly for both sides.

However, WAU seems to have the edge, as EAC troops are giving ground.

Europe:
The Anglo-Francian navy has occupied the major ports of Iceland and Greenland, effectively ending the neutrality of these areas. Meanwhile the activity of the Prussian and Anglo-Francian armies on the mainland have been focusing on the border of the NRE.

Anglo-Francia to White Spire:
We demand the right to send military and civilian inspectors to your pyramid to make sure you pose no threat to our nation. We will also need to assign a number of routes you are allowed to send cargo or personnel through our waters, for the ease of taxation and tolls.

Prussia to NRE:
We demand you cede control of the territories of Czech and Slovakia as well as Moldova, for you have unlawfully conquered them by force. Prussia will guarantee their independence.

Anglo-Francia to NRE:
You should give up your control over Switzerland. The people of the nation do not want your rule. If you do not comply with this request, action will be taken.

South America

Peruvian forces are advancing on the Panaman capital. It is unlikely Panama will provide any further resistance if the city is taken, and predictions state that at this pace this will happen in a few weeks' time at the longest.

The Brazilian army is mobilizing on their border with Peru and Panama.

North America

The American citizenry watch in shock and anger as their great cultural monuments are torn down. Washington DC has fallen to the troops of NRE, while the Egyptians are continuously expanding their hold on key military and economical installations along the coasts. The Emperor of America managed to escape the capital and according to rumours has sought asylum in Canada. The navies of the three Axis powers are preventing almost all shipping over the Pacific to the war theater in Asia, putting all the strain of supplying the combined Allied troops on Siam and Japan. The shortages will soon begin to effect the troops.

After the American Imperial Guard organized a number of civilian militia attacks on the Egyptians, the Egyptian troops responded by rounding up large numbers of adult males they claim wielded arms and so can be treated as enemy combatants. They have began mass executions, which in turn has fueled the fires of the anger of the American citizenry. Meanwhile, the armies of the Axis powers are looting the major cities and army installations they have captured and the fighting is destroying vital infrastructure.

The Black Knights, previously stationed in defense of Mexico as per an American mercenary contract, are moving up the West Coast, meeting up with DDM and NRE troops in a number of skirmishes. They've gained some ground, but the Axis troops do not appear to be intending to stand and fight unless it happens in the large cities they've taken over and fortified.

Meanwhile, the Canadian army has sent two major forces, one down the East Coast and one in the West. The Western one has, much like the Black Knights, been pushing back the Axis invaders in a series of skirmishes while the Eastern army has met much stiffer resistance by the larger and better-equipped Egyptian and NRE troops. Casualties are mounting, especially civilian ones.

The Americans have leaked a communique from Egypt demanding large territory concessions from the West Coast and the surrender of the AE forces.

Asia

The American and Siamese forces have began a huge offensive aiming to break the Axis lines. With casualty numbers on both sides reaching heights never seen before in the history of humankind, they've managed to make gains inland and towards the Mexican Salient. However, Axis black ops are hindering the attack by destroying supply depots and convoys behind the lines. With the lack of supplies from North America reaching the front, the ammunition and fuel stocks of the Allies are seriously dwindling.

However, even with the possibility of a link-up between the Mexican Salient and the Southern Offensive, the northern front of the war has had worrying developments for the Allies.

The Japanese and White Spire positions in the north of the country were outflanked by a daring NRE and DDM military operation, covered by a large deployment of their remaining aircraft. They are currently in a forced retreat, trying to escape to the coastline before the route is cut off. The Allied Northern Army Group is facing the possibility of total destruction if support is not received in time.

As the battles rage on in America and Mongolia, the Grand Minister of Egypt appears before his people once again. This time, however, there is a solemn look upon the man's face.

"Leaders of the world, I ask that we come to terms for a cease fire. This war, this long war, is taking a toll on all our peoples. The people of Mongolia fear for invaders attempting to turn their land into a puppet nation. The people of America fear for their lives, for the devastation caused by the forces fighting within there.

The longer this war continues, the larger the chance that there will be no winner. Each side is taxing their ability to fight to the breaking point. More countries join the fight each month it continues. Will the world be engulfed in flames before this war is over? Or will the nations at war put down their arms and take a step back and let themselves recover, let the world recover.

Scenes of the war are played, bodies flying everywhere from bombs, artillery, power armor, bombers. Planes look as they are raining from the sky. The footage stops, and now the camera focuses on Japanese president Duo Maxwell.

"Ahem!" He cleared his throat. "We of Japan are here to address the cease fire that Egypt has propose and we have one thing to say. That is the most sensible thing this war has brought us. We of Japan will be agreeing to that the moment all Axis nations stop firing upon Japanese soldiers. We are stopping our advance, we are stopping this bloodshed. We can not bare to see anymore of our proud men drop like flies. Be treated like rag dolls, and cannon fodder.

We joined this war to help the world, but instead this war escalated beyond what we thought it would, and now are we are doing is destroying our once glorious planet. This is not what we wanted, or what we ever would even think of doing to these nations. Enemies or not, we are all human beings, and no one deserves this war. Victory has a cost, and it is too great for either side to pursue.

We of Japan also believe this war has taken its toll on both sides, and through the world into chaos. Therefore we are not going to hold any prejudice against those who we fought. We will trade, talk, and negotiate with them like this war never even took place. We harbor no grudges. Each side fought for what they believed was right, and we of Japan will respect that.

America, I have failed you.

Mongolia was dangerous, of that, there was no doubt. But I did not intend to ignite a global conflict. I didn't consider that Mongolia would have allies that would strike at America. I didn't consider that they would slaughter our people, or tear down our monuments. The damage done...It is my fault.

As of today, I am standing down from the throne of the American Empire. May the citizens of the Empire select a more worthy man in my place.

But first, I too am calling for peace. The conflict in Asia and on my own soil...our own soil. They have to stop. When the war began, I issued a call to reason. None answered. And now, I answer a call to reason issued by other men, in other nations, across the world.

They send you details of a number of minor hostilities, border transgressions and such on both sides, as well as a number of attempted diplomatic solutions that have failed one by one. Basically it seems to boil down to a number of tribal feuds over the borders that kept on going after the nations on both sides unified. Now, the people on one side of the border distrust and hate the people on the other side so much that it's just common sense to shoot on sight. Also, each government seems to have benefitted from having an external enemy to focus their people's anger on instead of fixing social policies or such, thus fueling the fire.

Our army is too battered and bruised, we are barely able to move as it is, another war is something we can not handle. We can offer you military equipment this turn. The West is going to annihilate the East, that fact wont change unless there is outside interference. What we propose is that a faction be formed aimed towards the assistance of the African peoples. See, responding with military force would be a gross over-reaction. Too many fail to understand that it's not us responsible for anything we get hired to do. The real bad guy would be the employer, and due to our attempts at maintaining any degree of secrecy about our employer's identities, the best way to strike back at your enemy would be to hire us, pick a likely target, and hit them back, through espionage.

It's never the mercenary who's the real enemy, after all.

Anyways, about Mexico - We can't put any real pressure on them. Not our domain. If their leader's going to insult other nations, then we can't really stop him from mouthing off.

While it may be true that doing such a thing blindly would be ethically wrong, doing such a thing with the full knowledge of who the mercenary's employer was at the time of the contract is a different matter completely. While we cannot provide you with the information of who our employer was, we can offer you espionage services against said employer upon your confirming the employer through secondary means, or a third party. That is not against Alpha Protocol guidelines.

Military action is inadvisable, given that any such espionage contracts are purely short-term, unless otherwise detailed. Killing a few Peruvian politicians is a bit much for Peru to lash out against America over.

Regarding Mexico, a contingent of American forces are presently under contract to defend the region. In the wake of the call for peace, our forces will be returning to garrison the area, as per our original contract with the Mexican government. The contract will be extended at no additional fee due to the interruption of Axis forces invading American soil.

We can't offer you assault services at this time, due to our current situation at home, but we can offer you espionage services to support your 'demonstration.' No intelligence on American forces in the region will be provided, but intelligence on Mexican forces may be provided for a fee, as per American Contract Conflict-of-Interest guidelines. You can consider that to be the case, but that does not make it so. Regardless of a sense of ethics, military action against America would be considered unprofessional and unwise by many, especially when America was simply performing a contract as is considered normal.

Our Provincial Council has been planning to issue a call to the international community to sign an agreement officially detailing the limitations and consequences of mercenary actions abroad, to avoid such troubling discussions later. It would likely go hand-in-hand with a detailed agreement on what constitutes war crimes.

America is not bloodthirsty, so never let it be said we are.

Now, Panama was overrun, and we have an eye for such prospective employers as you. Mercenaries are a necessity for many parties in such situations. This brings us back to the subject of Mexico. Your thoughts on our offer?

Our force is under contract for garrison duty, and nothing more. And we're not available for assault services at this time; What you're proposing would call for a completely new contract to be hammered out on the side, and that's something we can't do at this moment.

However, we'd be willing to allocate additional forces to garrison duty in your country during your upcoming engagements with the Peruvians. Our contract is slated to end at the beginning of Turn 6. For an extension to the beginning of Turn 8, and additional payment in the form of a land grant and some military technology, namely your Ion weapons and Mechanized Soldiers, we'd be willing to deploy +- Military in addition to the + Military already stationed in Mexico. So, in short, we'll beef it up to ++- Military total until the beginning of Turn 8 for the land grant, technology, and the original payment (already provided).

The land grant we want is Panama Canal, but not Panama itself.

We're also willing to provide Espionage services for your campaign against the Peruvian occupation of Panama through Alpha Protocol for additional payment, if you're offering it. We're especially interested in specially-commissioned military or espionage technology projects, exclusively for the Imperial Legions and Alpha Protocol. Economy will work just fine, though.

You fail to understand; Panama's more or less been defeated already. By the time you get down there to support any remaining forces, you and Peru will have the only standing military units in the region. If you beat Peru out, Panama's pretty much your's to deal with as you see fit, and that means you can take over Panama Canal, and give it to the American Empire as a land grant for payment for our garrison contract. Panama won't be willing, or able, to argue with you, since you just liberated them. In the event the offensive fails, we'll take alternative forms of payment, but for the moment, I must insist on the Panama Canal as a suitable land grant for garrison duty.

Japan monopolizes in what it makes, and releases to the public, but sadly it is not even close in number to what Russia sells. What I say would be the best course of action for us is to cut down on the cost of manufacturing. Increase the efficiency of our trade routes. Perhaps find new ways of forming trade routes since Egypt dominates the sea. We also may want to upgrade what we sell so that no country may compete with our products in both quality and number.

As for America, the chances of them even considering abandoning Canada are slim to none. Though with the Emperor stepping down, we will have to wait and see what happens.

The End of WW4
Even though the name is still disputed by many, it appears that it's the most widely-adopted one for now. Anyhow, the cessation of hostilities in North America works as smoothly as can be hoped, with just a few small incidents as the invading troops leave. However, the American coasts are in ruins, with all the great monuments and architectural achievements of the nation having been destroyed by the invading troops, and the infrastructure devastated in the efforts of both sides to slow the other's deployments down.

In Asia, the huge swathes of devastated farmland signify the locations of pitched battles over the course of the last year. The large offensives of the last months of the war took a terrifying toll in human lives, and mines and explosives will still litter the area for years to come.

As the participating armies start to limp back home, hindered by horrible weather, storms and flooding, many photographers and journalists begin to write of the effects of the war. However, the bitter truth concealed by the propaganda on both sides is that nobody won in this conflict.

India is scheduled to host the Peace Conference to discuss the terms for the end of the war.

War in Panama

After a lightning offensive the Peruvian forces conquered the Panaman capital and forced the nation's government to surrender. As the Peruvian forces were withdrawing and consolidating, they began filtering back towards Peru. The peace terms given to the Panaman government were to give up a large sum of money as war reparations as well as a small stretch of land in Southern Panama and a degree of Peruvian control over the Canal.

However, the negotiations were halted when Mexico declared war on Peru and attacked. They landed a large force into Southern Panama, intending to trap the Peruvian troops, but the landing happened at an unfortunate time as the beachhead was soon surrounded by elements of the previously-withdrawing Peruvian army.

Meanwhile, a small DDM taskforce landed without a war declaration near the Panama Canal and took over the guarding without a shot fired. They built a fortified base around it, and are currently defending.

Peru is bringing up reinforcements to squash the Mexican beachhead, so their troops aren't cut off. The attack gave the Panaman government some hope, however, and the payments they owe to Peru are running late as they slow down the Peruvian diplomats as much as they can.

The WAU and EAC are still engaged in a grindfest, with the WAU troops paying for ground with blood. Meanwhile, the situation in the country is deteriorating fast.

With a large drought in Central and Southern Africa, as well as the war stopping any supplies from getting through and all the workforce being in the army, the populace of the two nations is suffering.

However, despite being equally hit, South Africa, Aurora and Madagaskar have agreed to send aid and are currently engaged in a large-scale humanitarian operation in the southern regions of the warring countries.

Economic Depression

It appears that the North-American economy is stabilizing, with large government funding projects as well as the end of the war and the onset of new technologies helping the recovery.

Meanwhile global trade has reached new heights, with dozens of new trade agreements negotiated between nations.

The peace conference has begun in Delhi, India. The representatives of the participant nations have been arriving in style during the last week to negotiate the terms at which the war will be ended. A breakdown here might signal the renewed beginning of the Fourth World War. The world is watching.

Empreror Capito steps off his private jet, accompanied by his most trusted advisors. The Imperial Guard fanned out around him, scanning the crowd calmy and professionally. Capito appeared deep in conversation with General Cato, likely about the war brewing in Europe. Both men appeared concerned. As they continued forward, a reporter came forward through the crowd.

"Hello, I'm Tracy Banks, reporter for CNN. Tell me, what are your feelings on the war?"

Capito turned and spoke, "I am extremely glad that peace was able to be reached. It seems it took too long to me. I am merely hoping that this peace can be presearved in other parts of the world."

"I imagine you are referring to the conflict brewing in Europe. Do you have any comments on this?"

"Indeed. I am not anxious to go back to war, especially not for so foolish a reason as what Prussia and Anglo-Francia are using. The territories they wish us to give up our rightfully and lawfully ours, and the people within them are Roman citizens, happy with their positions in our Empire."

"Moving back to India now. What will be the main requests of the NRE in this Peace Conference? Will you be willing to pay for any of the damages you helped to cause, especially in the Americas?"

"I will be requesting that my ally, the DDM, be allowed to keep their new territory in Kazakhastan. I also plan on proposing a great deal of cooperation between all of the nations attending the conference. Working together, we can cause as much good for the world as we could harm, if we continue to fight amongst ourselves. And on the subject of the damages in the war, we will of course be willing to pay for our part, as soon as we are able. It seems to me that one of the main focuses of this meeting will be just whose part is whose."

Peace Conference

In the place of the usual Australian Ambassador, a tall woman with fair skin, glasses, brown hair, and wearing the labcoat/robes of the Church of Darwin, steps in. All in all, she looks very professional before speaking into the microphone. Her voice is that of a very well educated woman, each word pronounced exactly how it's meant to be. Before she truly begins though, she'll give each ambassador a greeting in their native tongue.

"I apologize for the absence of our usual Ambassador, but he has removed himself from this at my request, and will return at the next meeting. Many of you know me as Dr. Amanda Finche Darwin, and some may know me as "The Blasphemous Wench"." She tells with a nod to the Pope. "I take no offense at whatever you may call me however, as that is not what Darwin taught us. Names, are not what is important here. Purpose is." She pauses as she takes a sip of clear water, letting it cool down her core just slightly.

She never really did care for public speaking.

"When the plague swept across Australia, we had found ourselves in chaos, with only The Church to take lead. When we did so, it was then that we decided we'd change our goals to something further reaching than mere personal improvement. We believe, in the betterment of all Humankind, and strive towards that with our research. We seek to do what the World Health Organization once did to Smallpox, to wipe out, or at least negate, the effects of illnesses, to remove debilitating conditions from people who otherwise have no choice but to live every day in pain."

She looks over everyone with a sincere and sad gaze. "We look upon a world full of suffering, and then look back at ourselves. We have the ability to heal the broken minds and bodies, and it would be a crime of extreme negligence if we did not use this for the sake of all the peoples of this world. It will be far from easy, and it will be far from cheap, but in the end, I hope you all agree, that the goal would be worth it."

"As my ancestor once said, and as my church believes, there is a single concept that drives us all on through the path of evolution. "Survival of the Fittest". This war, was an example of it. But it was a deplorable one. What most people ignore, is that Competition isn't the only away to achieve this goal. Co-Existence, is the other."

"Competition destroys so many good things. Resources, time, and human drive to name a few, but most importantly, it destroys lives. Lives that could otherwise have been fulfilling and happy, that could have accomplished great feats of mental and physical power if given a chance, all wasted by throwing them at our own unwavering ignorance and unwillingness to think past the next fortnight. Perhaps it was necessary at the time, but in mine, and Australia's opinion, it was nothing but a waste of all too precious people."

Dr. Darwin takes another sip before continuing. "Take a look around at what this has gotten us. Our oceans and land have been defiled, tainted by our own lust and greed in futile struggles, and for what?" She holds up her hand to make sure no one interrupts her. "Whatever the reasons, they are not necessary any more, and if they were, are pointless from my point of view. The horrific damage has already been achieved. No apology could ever hope to fix that."

She stands and straightens herself before speaking again. "As I have said, it is the goal of the Darwinists to seek the betterment of all Humankind. Because of that, our ports and markets will be open for trade with any, and all, of you. We'll gladly provide medical aide to anyone who requires it at this time. However, that said, we will stick with our policy of Neutrality if any such conflicts arise once more. While we care about what happens at this meeting, it is the People, the souls effected by what happens here, today, that are our main concern. I hope that whatever occurs here, that the protection of the Innocents remain our real agenda."

Dr. Darwin gives a deep and slow bow. "Thank you, and may Darwin smile upon you and all your children." She says before taking a seat.

Arrival at Peace Conference

Spoilered for length.

International Contract Negotiator Ronald Smith nervously steps off of a jet, alone, provided by the Provincial Council back in America, waving to many in the crowd at random. He feels quite out of his element, and tries to avoid making too much noise. It likely seems like an under-reaction, considering the purpose for his very presence here. "Hey. Hello. How are you all doing? Can I get through here? Thanks..." And, of course, the reporters surge forward to the head of the crowd. It's impossible to avoid them at such a critical event, and poor Ronald's simply not built for it.

"Mr. Smith! Excuse me! Negotiator! Luke Carlyle, reporter for CNN! Your thoughts on the threat of war in Europe between the Anglo-Francia/Prussian alliance and the NRE?"

The Negotiator choked down a very angry response to that particular question. "America has no interests in Europe." The reporter would not relent. "And what of the delay in the White Spire's payment to America for their part in the war? Many believe your status as International Contract Negotiator is being called into question, an effect of the previous Emperor of America's nepotism-"

"Many, or just you?" Smith is clearly suppressing the urge to just punch the reporter in the teeth. That seems to get the reporter's attention, and Carlyle backs off, only to be replaced by yet another reporter, also from CNN. Judging from the accent, a British reporter, at that.

"Negotiator! Andrew Giles from-"

"CNN. Ask your questions."

"Your thoughts on the Mongol deployment into Panama?"

"Unexpected, and unwarranted. Mongolia's got no interests in Panama we can see, but the lack of hostility between Mongol and Peruvian forces in Panama indicates a military alliance. If Mongolia's really interested in world peace, they wouldn't have done that. They likely know of Peru's intent to invade Mexico, due to a slip-up in some sort of negotiation that we in America were not privy to, likely relating to the Panama situation. If Peru and Mongolia are militarily allied, then Mongolia will be obligated to engage Mexican forces. This indicates they wish to actually continue the war. If Mongolia doesn't pull out of Panama, it's incredibly likely that their forces will fire on Mexican forces, or vice-versa, thus starting this whole World War IV mess all over again."

"A terrifying thought, Negotiator. Let's all hope it doesn't come to that. How about America? How are things holding up in the Warrior Nation?" Giles seems far more personable than the last reporter, and Ronald's beginning to appreciate that.

Smith frowns and looks away from both Giles and the camera as he thinks that one over for a moment. After a solid ten seconds, he turns back to Giles, speaking into the handheld microphone most reporters seem to carry around at all times. "I'm not going to lie, Giles. It's a mess, but it's one we'll clean up. Imperial Guardsmen and Imperial Legionnaires are pulling rubble off the streets, there's civilian bodies everywhere, some of which look like they were gunned down intentionally by invading forces...It's ugly."

"I see. Negotiator, I'm curious as to what you have to say about the deliberate demolition of American monuments in New York and Washington DC. Will you seek retribution against Egypt and the NRE for destroying them?"

"America's going to demand reparations for that. The entire war on the American front was akin to going to a construction worker's home and beating him up for trying to help at a construction site for a shopping mall. You just don't do that. The pointless execution of supposed militia prisoners will be brought to everyone's attention. Egypt stands accused of war crimes by the American government, and both Egypt and the NRE are being held responsible for pointless damages to American property."

"Your opinion seems very...strong for a negotiator from an inherently mercenary nation, Mr. Smith."

"Let's just say I don't like it when people demolish something in my hometown for no tactical reason. Morale purposes, maybe, but America's always held a policy of limited warfare. Civilians are off-limits, monuments are only destroyed if the enemy uses them for cover, and so on. Don't get me wrong, America's soldiers are the best on the planet, but that effectiveness stems from discipline, not ruthlessness. The fact that Egypt and the NRE would stoop so low for a military victory is appalling. We'll be pressing the issue. In light of Egypt's actions in particular, we in America hope to invite representatives from other governments to a conference on war crimes after the peace conference is over. It will likely be discussed alongside a rudimentary draft of what the Provincial Council is calling the 'American Mercenary Accords', a bit of international legislation we hope for everyone to sign that will solidify America's international mercenary-neutrality policy and keep future incidents like the ones in New York and Washington from ever occurring again."

"Admirable, Negotiator! I hope to be reporting on that as well! Well, I'll let you get right to it, then."

"Thank you, Giles." His impromptu interview concluded, he continues through the crowd and towards the building the peace conference was to be held in.

He just hoped nobody realized he'd be backing Mongolia's occupation of Kazakhstan at the conference, yet.

Peru

A reputedly brilliant Peruvian general of even international fame, Gerardo Angres, has held a televized speech to the citizens of Peru as well as the world.

"People of Peru! With a heavy heart I, Gerardo Angres, will as of today again don the mantle of a Peruvian soldier. My retirement has come to it's end not of my own will, but of the sound of a greater call. The future of our nation, which for decades has been hid under the shadow of civil war, has been lit anew. For the first time in many years, we have hope. For the very first time since the government of Agorra, the nation of Peru can stand upright and look other powers in the eye. For we are a single nation, a single people, and we must believe in ourselves to go on and build our nation anew by our own hands!"

Resounding cheers from the audience. After they die down, the General continues.

"But our rivals abroad still seek to undo what we have achieved and bar our way from entering the global stage. First, the so-called government of Panama, ruling with bought mercenaries over their unwilling populace, refused to return to us for fair and just trials the betrayers of the State, who fled aboard with their vast fortunes stolen from the once-fertile soil of Peru itself. We gave them an ultimatum they failed to meet, and so, robbed of any other options, we marched into Panama to take what was rightfully ours.

The war was short, an example of the combined might of Peruvian arms working together against those who would strike them down. It was shown that money can never make men fight as a just cause will. But even as we were negotiating peace, agreeing to very modest reparations from the Panaman state and barely enough soil to bury our dead, another enemy arose. Even as our victorious troops began their march back home, the nation of Mexico, without an ultimatum and with barely a declaration of war before the assault, landed a massive amphibious invasion on our coast, trying to cut off and destroy our army with a surprise assault. They failed, as they will continue to fail until they give in or are destroyed, before our cannons and guns. There is no reason Mexico has given for this unlawful attack, no justification they have stated to back their cause. It is just envy and fear for our might that drives their hand. And they can never triumph with such despicable motives over our rightful glory!"

Another cheer, with Peruvian flags waving in the background. The General raises his fist and slams it at the podium.

"But that is not all. The treacherous Brazilians have attempted to hire American spies and infiltrators on a mission threatening my own life. This personal attack is another example of the fear our neighbours hold for our flame. The Americans claim that they will not accept the mission, but we all know how much they are to be trusted. After all, in a top-secret conversation about the matter one of the Peruvian representatives mentioned the possibility of a Peruvian armed threat on the Mexican border, something our leadership has never even seriously considered. That is the only situation where the matter was mentioned, and suddenly it appears that not only Mexico believes in an upcoming Peruvian attack, but such news are also being broadcasted on world-wide television to all whom it may concern, and those it doesn't.

If you attempt to negotiate with a nation, and the entire transcript of the meeting is leaked to a belligerent nation the very next day, you won't take the word of that nation seriously. Peru will no longer negotiate with the American Empire, will consider an assassination attempt on Peruvian personnel an act of war and will only listen to Mexicans if they are here to present their peace terms, including the complete withdrawal of their forces from all Peruvian territories.

Now, my beloved patriotic Peruvians, I depart for the front. I will command our army to victory over the Mexican forces. I will drive them back into the sea they spawned from, until they throw themselves at my mercy. The rightful wrath of the people will not be stopped!"

The last cheer begins before the feed cuts off, as the General walks to a waiting army helicopter.

A reporter appears on the television, behind him march soldiers armored in the new Apophis-Class heavy assault armor. Buildings can be seen, the drapes of the Grand Minister being replaced with a new flag. The camera switched back to the soldiers, who could be seen leading General Imhotep in chains.

"This is Gary Oak with CNN reporting live at the Egyptian capital of Cairo. It seems for the past month, there has been a quiet revolt happening. A faction known as the Bene Gesserit have assumed control of the Egyptian government and military. This came after the announcement of a cease fire, as General Imhotep was captured on his flight back and the Grand Minister [redacted] was assassinated.

It appears, yes, the new leader of the country Leto Atredies, is about to make a speech."

The camera shifted to the podium where a young man stood, flanked by Sardaukar troopers, their black armor providing a stark contrast to Leto's white robes. "People of Egypt, at long last this war has ended. Our soldiers have returned home, sadly fewer in number, but greater in experience! They have faced a force who calls themselves the masters of war and brought them to their knees.

Peace has finally returned to the world, for now. Egypt will return to the neutrality that we had held in the past, existing to assist the trade and economy of other nations.

But Ronald Smith of the American Empire threatens to shatter this peace. He asks for money from us as payment for his unwarranted attack on our ally. This is an insult to both the intelligence and integrity of the Egyptian people and the world at large. It is a nation of nothing more than mercenaries and bandits, seeking to gain money where ever possible, even at the cost of the lives of their own people."

The Japanese Republic's arrival to the peace conferral.

President Duo Maxwell, and Chief Advisor Domon Kasshu arrived to the Indian peace conference, walking down the street after taking a small tour of the city before the conference began. Duo began walking down the long sidewalk, but was stopped by a reporter.

Mr. Maxwell! Mr. Maxwell! I am Chell Wheatly, reporter for CNN. Why did you nation invade Mongolia unannounced?

Duo stopped, and turned to the reporter. The reason we entered unannounced was to stop the war from escalating. But it seems our call on that was drastically wrong, and what we did was one of the reasons the war grew so big.

So does that mean you admit Japan's reason for entering the war was wrong?

No, not at all. Each nation fought for what they believed in. Some of their beliefs may have been unjust, but that is for their people to say. Though I can say for certain that Japan did what we thought was absolutely necessary at the time.

What was Japan's reason for entering the war then?

We wanted to protect the nations whom were unjustly invaded, but as I already stated earlier, our call only brought them more chaos, and for that Japan apologizes.

Do you think that apologizing for that makes Japan look weak?

Not at all. Any man can hide from his mistakes, but it takes a real man to admit them.


One last question Mr. Maxwell. Does Japan hold any grudges towards the Axis nations?

Japan holds no grudges towards any nation. Now it is not the time to hold a grudge, the world is in chaos. And if we could cause that much chaos while fighting amongst each other, just think of all the good we can bring to the world if we simply work together.

Japan does not support either side of the conflict in any of those nations. We plan to help neither side specifically, but we still plan to continue trade with them all as long as nothing drastic happens. But Japan will attempt to help the civilians in the countries at conflict if they ask for aid.

So Japan has no plans for entering any other wars?

Correct, Japan plans to go back to the neutrality it once held. Armed conflict is not a good solution to any problem, and should be avoided when possible.

Does Japan have any demands to make at this peace conference? Any plans to help rebuild the countries that were destroyed by the war?

Japan only has suggestions on what is to be done. This is a peace conference, not a surrender for either side. Therefore no demands should be made here, only recommendations.

Simply put, a type of bloodsport, with the use of military hardware by trained convicts, specially-constructed arenas, and advertisements that private businesses can rent. It may seem immoral at first, but keep in mind we will only be sending in the most destructive and violent criminals to fight one another. Prisoners from all over the world will fight to redeem themselves in the eyes of their countrymen, and likely end up dying.

Especially when we send in the gunships for surprise strafing runs on the arena to force all the criminals to stop fighting for a moment. America will naturally hold exclusive rights to the arenas themselves, but foreign powers will be able to use the opportunity to bolster their own economies by increasing spending on luxuries - Such as the opportunity to view such deathmatches live. There will be minimal outcry from the international community because there is no international community.

Tell me, do they have pay-per-view in Mongolia?

No, no, no, we don't want this to become organized and legalized massacres of unarmed prisoners. We want this to be legitimate, fair fights between teams of prisoners from every country on Earth. Let's face it - War is inevitable among humans. This is a healthy way to boost international pride and cooperation, lower prison maintenance costs, and let everyone get their 'war fix.'

The idea is that every country is responsible for their own increased profit. We broadcast the fights to your own country more or less free of charge, but the thing is that your own local television stations charge for pay-per-view opportunities, thus increasing spending, which in turn boosts your economy. This increases the chance for mutual profit without anyone having to actually pay anybody else.

Prisoners would mostly be equipped and armed based on a 'credit' system. Based on whether or not they win matches and kill large numbers of other convicts, they'd be granted access to superior weapons and body armor, and possibly even that power armor you were fielding during the war. Everyone would be outfitted with cast-off or outdated weapons at first, to ensure that everyone gets a good laugh out of their guns jamming on a consistent basis as they try to kill each-other.

Other match types would exist, such as Capture the Flag games, and a few interesting ideas such as deploying a prison guard or extremely psychotic prisoner into the arena in a suit of power armor, and every other convict simply tries to survive. There's a lot of options for this, and most of them are economic in nature.

We can't give you money for the Panama Canal. As a sign of international unity and solidarity, you can hand it off to Mexico. It shows Mongolia's serious about world peace. Handing the Canal off to Mexico will in turn ensure they hand it off to America. Mongolia ends up looking like they're going straight, which will help you and the rest of the Axis immensely, and America gets the Canal.

Ahem... the Chief Director of Russia, Mr. Marx, approaches the lectern set up for his announcement. He smoothed his hair and sighed,
Hello World. I have very exciting news for you all. Russian scientists have just made a wonderful breakthrough. One of the worlds "modern plagues", as we have called it, is no longer a problem. We have discovered a cure for cancer. We will be providing it at the lowest price we can facilitate to all countries interested. This is a proud time for us here and we hope that with the advent of this invention, more countries will become interested in working with Russia in our humanitarian efforts. His voice cracks on the last word, he smiles awkwardly and tugs at his tie, leaving the lectern with a wave and large smile plastered on his face. The Russian leaders have never been good speakers, but they were sure good at delivering good news.

Recent espionage already lets me know your plan... I constantly watch Mongolia... We have tons for drug lords and dangerous prisoners (Approx 5k-10k) Agree to give us a share of the "war games" income to help us pay for the war in Panama and you can have them all!

Mexico to Peru
This is unfortunate. The Americans had given me false information stating that you were going to invade Mexico, so to stop you I attacked Panama. I already enlisted both America's and Mongolia's help to remove you from Panama so I believe this is a one sided fight. Now I would just leave but I promised America the Panama Canal.

I've thought up a plan: I give you Ion Technology, and you withdraw from Panama and give it back to its original government. This way neither of us take heavy losses (and I believe Mongolia is looking at getting assistance for the invasion of Peru) and you get + military. What do you think?

Peru to Mexico:

Well, we already made peace with Panama and were in the process of withdrawing at the time of your invasion. We can amend the peace terms to not include any control over the Panama Canal, as long as our civilian shipping is free to use it.

We do not care for Panaman soil, you can have it if you wish. We did, however, force them to cede a small strip of their southern territories as a buffer zone - it doesn't hold any natural resource deposits or cities so we would rather keep it if you don't mind.

Peru to DDM:
Both the Mexicans and the Americans are busy blaming each other and you for their mistakes. They're actually claiming that you intend to invade us. Laughable, isn't it?

As for your troops at the Canal, we do not care what happens to it so long as our civilian vessels are free to pass through. Sell it to Mexico for all we care. Please do not bomb it, however.

Aurora states that they're interested in technologies that advance humanity, not ones that ravage it further. Besides, they're spending their money on humanitarian efforts in Africa, unlike some folks.
Brazil implies that the amount they'd be paying for the success of your project is the extent of what they're willing to spend.

Enhanced Guidance Software. Works sort of like a combination between an enhanced GPS system, and a basic targeting computer. It'll go well with mechanized infantry and tanks, or jets and if you somehow get power armor, you can probably put it in that, too. Very nice piece of software. Easy to integrate with other systems.

2. You get to use the canal as you wish for non-military vessels
3. You get to keep the strip of land that is your buffer zone

We are ending the war with Peru in Panama, whats wrong with that? They didn't attack me after all as you said they would.
The prisoners are yours, if you pay to have an arena built in Mexico City. You will also pay for the prisoners upkeep and for the maintenance of the facility and also for the security to keep them escaping correct? If you awnsered yes to all of those questions the prisoners are yours.

I never said they were going to attack you. I said you were entering a war with them by going to liberate Panama, and it was my assumption they planned to occupy it. I didn't lie to you; I was misinformed. But you're bribing Peru to back off and withdraw. If they don't hold to their end of the agreement, you'll have given them Ion weapons to come back and fight you with. It was a bad move.

Now, about the arena in Mexico City. My answer is 'no.' But when you transfer the prisoners to our jurisdiction, they officially become our problem. The arenas stay in America. That is a number-one ground rule.

Never let it be said America is an amoral band of mercenaries. We try to stay legitimate. We're not the bad guys; we just do gritty work in bad times. Someone has to do it, so it might as well not be you, am I right?

As for the prisoners, not to worry. If they're convicted of anything extremely violent - Rape, multiple counts of premeditated murder, and so on - they should get precisely what they deserve. So long as they're in prison for life sentences or on death row, it won't be anything that the international community would consider 'bad.' Besides, what have you got to lose?

Russia no longer issues life sentences or capital punishment. It is not humane. We have a rehabilitation and crime management system set up that has proved effective. Our prisons are more like therapy groups than anything. We do not approve and will be keeping our criminals in Russia. However, we do agree that your mercenary work is a legitimate business, and will support your claim to legitimacy.

America practices the death penalty in extreme circumstances. Rape, premeditated murder, and so on. Execution by firing squad is the norm for such offenses, but we're light on everything else to the point where we permit criminals with a sentence of four years or longer to work off their sentences in the military for a standard term of service. They get a shorter sentence instead of citizenship. It's efficient.

As for what we had planned - It was, essentially, a bloodsport. Psychotic convicts, or those whom have been deemed extremely detrimental to society, would be permitted to fight for the amusement of the masses. Humanity claims to have evolved past such things, but Egypt has executed civilian militia, and Peru recently put down a revolt and then blamed Panama.

Humanity simply isn't ready to accept your viewpoint. We can sympathize. We can also capitalize on their brutality for mutual profit.
