the pre reqs to enter this class seem a little high, and possibly the othere epic PrCs
what do you think the prereqs should be to make it a 2-3 teir class

PrCs don't have tiers like that, and changing the prereqs probably won't change the class's tier. What do you mean by "make it a 2-3 tier class"?

try googling class teirs
obviously if you lower the prereqs to a class power you increase the power of the class and thereby lower it's teir

Actually, they do, though it is different from Jaronk tier system, instead of being X tier,PrC's are +2 +1 +0 -1 -2 or something along those line. Frankly it is quire difficult to standardize cause some PrC are more powerful or weaker depending on the entry. For example Druid-> MotMF was a -1 or -2, but a WS Ranger-> MotMF was +1 IIRC.

The BAB requirement is kind of high, since most of the other Epic PrCs seem to be level 21 entry. I'd say point that out to your DM and make the argument that it's a mistake and should be +21.

I used a diftfercut teir system but to cut to the chase how soon would a fighter take it's first few levels in dreadnaut to be equal in power to say a class of the same level from say the book of nine swords?

It wouldn't. Tiers measure versatility as much as power, and the Legendary Dreadnaught doesn't add anything except a 1 or 2/day free-action True Strike and 1 or 2/day effectively auto-pass a save. It solves none of the problems of a fighter, doesn't give them any additional options except the potential to break a Wall of Force (and how often does that come up), and gets some ridiculously bad damage reduction.

Even as far as fighter Prcs go, LDreadnaught is bad. It could easily be PrC enterable at level 10+ without being remotely unbalanced, especially since you could be getting Prcs with actual class features instead.

One could argue that the only thing that tiers measure is versatility. The definition of a tier 1 class is more or less "can handle anything given proper time to prepare", while many tier 5s have a great deal of difficulty dealing with problems even within their own areas of expertise.

And since the tiers are defined by "how well can you deal with X if X isn't your specialty", PrCs with broad applications are more powerful than PrCs with narrow ones. Legendary Dreadnaut makes you better at hitting stuff and shrugging off hits, but all of its features are rather bland. A Fighter that goes Legendary Dreadnaught isn't terribly broadening his horizons; the problems that plague a Fighter still plague a Fighter with levels in Legendary Dreadnaught.

It's just not very good, entry requirements be damned.
