I know one exists but I can't remember what it is or where it's from. I am pretty sure it's like tooth of something. I am not sure really.

I know of a way of negating armor move penalties w/o items. If you want that...
Binder 1 can bind Aym for Dwarven Step, Medium Armor Proficiency, Improved Sunder, Fire Res 10, 1d6 fire damage to attackers, and double damage to objects.

There is also a armour crystal, super cheap, that removes armour check penalties when swimming, so your name doesn't become Sir Lancelot the Negatively Buoyant. With the high strength of a typical armour wearer, you should do well even without ranks in swim in normal conditions.

If your talking movement penalties, then as per above, the Tooth of Savnok.

If you're talking max DEX and armor check penalties, there's a few options. Mithril is the most common.
