My Question is Twofold

1.) What races give bonuses to strength and charisma?

2.) Of these races, which do you think would look cool as an eldritch horror?

(example: take a human, give him a gaping jaw at his stomach, body covered in eyeballs, and tentacles extending from his forearms and shoulders)

An Earth Mephling? It has a +1 LA. That's the only one I can find. Alternatively, templates can help you out. A Magic-Blooded (0 LA)+ anything that gives a Strength bonus would achieve the same thing.

I don't believe there is a single LA +0 rave that grants a bonus to both Str and Cha...unless possibly one of those wacky anthropomorphic creatures. That Mephling is probably your best bet.

Why do you want a race that boost both? And are there any parameters? Are templates viable for consideration? While not technically applicable for PCs, you may be able to talk your DM into letting you have the psuedonatural template from Complete Arcane.
