[3.5] Cybernetic Brain In A Jar Psion

Alright, so I found the Quadriplegic (http://www.dandwiki.com/wiki/Quadriplegic_%283.5e_Flaw%29) flaw on dandwiki, and I just have to do this. My plan is to create a villain that's essentially a Brain In A Jar - Quadriplegic and Blind, with an Animated Object chassis.

I have two questions for the fine folk of the Playground:
1. What are the ways that one can acquire Telepathy besides Mindbender?
2. How can the range of Telepathy be extended?

The plan is for the character to grab the Mindsense feat so that it can detect the location of creatures' minds and through this knowledge of their location, cast its psionic powers on them. Since psionic powers have no somatic or vocal components, not having any arms or legs certainly isn't an issue!
