Yes it's Tron (http://en.wikipedia.org/wiki/Tron_%28film%29).
I'm figuring a Psion (Shaper) for this. Human seems most thematic, with Warforged as #2.
Major powers include
-Astral construct (http://www.d20srd.org/srd/psionic/powers/astralconstruct.htm) for light cycles, light jets, and clothing. (See Astral Construct Power Armor (http://brilliantgameologists.com/boards/index.php?topic=10279.0).)
-Telekinetic thrust (http://www.d20srd.org/srd/psionic/powers/telekineticThrust.htm) for identity disc throwing. I know I can do it manually, but this is more fun!
-Wall of ectoplasm (http://www.d20srd.org/srd/psionic/powers/wallofectoplasm.htm) makes the various walls that seem to appear.
