My friend in a game wants to play a sorc and I wanted a NPC wizard for the story. We have decided to make her be Glinda of Oz and the wizard to be Elphaba from wicked. I want to give the wizard a cha penalty, but I think she should have a bonus too. What would you think is balanced and in character?

Personally, I'd say that the wizard shouldn't get a penalty at all. Elphaba, (the book version anyway) is mentioned as being strangely beautiful, even with her green skin. So I can see why you'd want to give her a Cha penalty, but it sort of balances itself out in canon. As for the personality aspect of Cha, that could be better explained, I think, with just a normal low Charisma. She's shy, gruff, and not particularly caring about her looks, but that's really any wizard who's gone and dumped Cha as normal.
