Item that gives Naga arms

Okay, so I know that somewhere in 3.5, I think in one of the Forgotten Realms books, there is a magic item that is basically a harness that a Naga can wear that gives them a pair of arms so they can manipulate weapons and magical items.

However, I cannot for the life of me find it nor remember what book it's in. Anybody have any idea?

Arms of the Naga. 56000 GP, Savage Species p. 55. However, there's a "stressful situations" check/penalty that you may or may not be able to circumvent by adding Gloves of Man, 42000 GP, Savage Species p. 55.

There are several arm grafts that are cheaper.
