The Stunned condition in D&D 4e states that a character can't take actions. Does this include speaking? (AFAIK, speaking is still a free action, therefore an action)

Given what "stunned" means in a dictionary, a stunned character shouldn't be able to speak. That said, there is no official rule for this either way.

technically this is correct as speaking is a free action

The rule used to specify you could still take free actions, but an update did away with that. Free actions (like speaking) are clearly out.
