Whats the best race for a Star-Pact Warlock(4rth.Ed)? I'm interested in theme over mechanics, maybe a Daeva?

Thematically? Almost anyone. However, a Star Pact Warlock is one that's made a pact with Things Which Should Not Be (http://www.youtube.com/watch?v=LIj60VJQ8Wo), the Elder Beings from the Far Realm, who are as radiant as they are cruel and insane.

Ones that don't fit (as well) are Devas (due to their angelic roots) and Shardminds (since they're the fragments of the gate which once protected the world from the Far Realm).

Yes, but they have an epic destiny that turns them into a literal star! I think that either a (Hollow)Deva or (possibly insane)Shardmind would fit perfectly. The thing is, this won't be an Pc, it'll be an antagonist Npc. I want the whole "Fallen-from-grace-apocalyptic-nihilist" theme without resorting to Devils or Demons.

Your ideas sound good but if you want some more suggestions:

Longtooth Shifter - they have a night theme going for them (howl at the moon) and could have been contacted/went crazy during this.

Githzerai - were once slaves to far realm creatures

Go the opposite, pick a race that is normally from under the ground like Dwarf or Drow.

Mechanically, you want Con, Cha, and Int, but mostly Con from what I've seen.

Tiefling, Warforged, and Genasi come to mind. All of these would work out really well!

The more Far-Realm related abilities tend to focus on Charisma more than anything else. His/Her/It's plan is to go along the "Student of Caiphon" path and eventually become a "Radiant One" effectively becoming a Star(read:"Far-Realm Entity"). If the Prime gets destroyed in the process.....well then, that icing on the cake.

(By the way, I'm trying to avoid Teifling due to how stereotypical a race it is for this archetype.)

I actually think a Deva would be pretty interesting and the role-playing involved would be doubly so. The Devas constantly reincarnate- maybe yours wants to be free from the cycle? Maybe he/she wants an alternative to the wisdom of the gods? It wouldn't take much finagling to make it fit at all. Plus, Devas now offer a Charisma bonus as an alternative to Int.

Deva's are good, but so are Half-Elves (Cha/Con yay!), gnomes (Cha/Con as well, I believe), and dragonborn (Cha/Str, in case you want a melee build warlock).

Thematically, ANYTHING works for star pacts.

Actually, I really like the idea of a Shardmind Star-pact Warlock. They have been corrupted by the very thing they seek to protect the universe from. Either that or they use the powers of the Far Realm against itself... kinda like investigators in Call of Cthulhu using mythos spells to fight agains the Outer Gods.

Eladrin are also cool because they teleport and they are basically the fair folk who were the eldritch abominations of their day. Nothing like someone walking up to you and being all "oh, what a cute little fey creature" and then getting a facefull of Far Realm horror. Gnomes would work well in this way too.
