Undead in eberron

i have seen new zombies and skeletons in the eberron books and was wondering if they replace or are usable in place of the normal skeletons and Zombies? because it does not say they don't but don't say they do

They do not. The Karnathi undead are experimental units created for the war, in an attempt to animate soldiers and retain their intelligence. Conventional zombies/skeletons are still the norm.

The base creature is elite karrinthi soldiers

There is no real difference, except they have an intelligence score and have an extra HD. The Karrnathi also like to equip their undead minions with magical items, too.

Basically, think of them more like people who still have to finish fulfilling their tour of duty rather than ravenous undead.
