Is there any LA +1 Races that add +Int and have +1 effective caster level?

Or something near to that description

Aventi from Stormwrack is LA +0 and adds +1 caster level, but only for [water] spells.

If you want to really test your DM's patience, Dragonwrought Kobold + Loredrake + Spellhoarding Dragon Psychosis (Dragon #313). No LA*, +5 Intelligence, +2 to his effective Wizard level, eschew materials as a bonus feat, his spellbook can't be stolen and he can burn spells known in return for xp/material components.

But -1 to from each spell level of his spells per day. Until you reach high levels this will basically even out with the extra casting level, but it's there nonetheless.

* Spellhoarding doesn't give an LA, but it doesn't add any CR to the base creature and it doesn't make the creature any less playable. Whether that counts as close enough to 'LA 0' as opposed to 'LA -' is not my call.

Yeah, my DM wont allow Lore-drake, its to over powered for our adventure

If you want to make things simple: Gray Elf
As regular elf but +2 int -2 str (so overall +2 dex and int -2 str and con)
LA +0

In the monster manual (look under elf)

Lesser Teifling > Elf

+2dex +2Int -2Chr

Elves are too squishy for spell casters.

FEATS! thats why LA +0 > LA +1 with +1 effective caster level (which is a thing i have never encountered, where is it found?)

White Dragon spawn +1 Effective Sorc lvl

Getting feats 1 level slower isnt that bad.

If your a fighter or any class that gains bonus feats you wont notice it. Im playing a wizard/incantrix, bonus feats all over.

I don't know where you think +2 effective wizard level comes from. Loredrake doesn't give wizard levels, it gives sorcerer levels. The fact that a spell hoarding dragon casts spells as a wizard and not a sorcerer is irrelevant to the fact that Loredrake specifically says "sorcerer."

This is, of course, assuming that a kobold can take Loredrake. They can't, but that doesn't mean people won't delude themselves into thinking they can.

If loredrake actually did give wizard levels, Steel Dragon would likely be a better choice than kobold as well.

Yes, really. Unless the LA race grants a larger bonus to stats, the 0 LA race is directly better. One extra caster level and an extra level are almost exactly the same, except class features, HD, BAB, saves, etc. As such, the 0 LA is almost certainly going to be better.

Not to mention that LA races that add caster level are rare, especially without extreme narrowing of focus, so you're very unlikely to find one. Is there any particular reason you want +1 LA and +1 CL rather than just taking an actual level in whatever class you want?

Deep Imaskari from FR-Underdark gives +2 INT and has a nice ability to regain a cast level 1 spell slot 1/day.

Wait, do you want an effective Wizard level as part of the level adjustment, or just an increase in caster level? If it's the first, what would be the point of the level adjustment? Paying a few hit points for a big +Int? Your DM will think that's overpowered, too. Because it is. Why try to cheat the system with the most powerful class in the game?

Probably because he wants to play something like a Swiftblade or Master Transmogrifist that loses a bunch of levels.

At least I hope that's why, otherwise it's inexcusable.

If you want cheese then at LA +0 a venerable dragonwrought kobold has +3Int, +3 Wis, +3 Cha and at L6 gets a Free (http://www.wizards.com/default.asp?x=dnd/we/20060420a) sorcerer caster level (so you have a L7 sorcerer at ECL6).

Probably not what you were after but does fit the request
