Not sure if this belongs in Homebrew, but...

How would you price a one use item that permanently gives a character a feat? I’m thinking along the same lines and the Tomes that grant ability increases, but with a feat.

Specifically, I’m thinking of a Codex Anima – the person who reads it gains the Bind Vestige feat; or if he already has Bind Vestige, his choice of Improved Bind Vestige or Practiced Binder.

I want my party to find it in an upcoming campaign...

well I personally would think its one time use and probably becomes mundane after that so, I would think same as a mundane weapon, or if it also a magic item, price of the magic item.

Tome of Battle has the White Raven Crown, and similar, which grant the uses of martial manoeuvres to a character as though they were of a martial initiator class or had taken feats to allow them to learn martial manoeuvres.
At its least expensive (Novice, up to 3rd level MMs) it's 3000 GP. If you were to arrange this so that the item only allowed certain vestiges to be bound (those with lower DCs) you could scale it similarly to the item there.
